246 <br /> <br /> Mr. Brandes stated that he concurred with the five-unit small <br /> project exemption and that he would like to include a provision <br /> protecting custom lots. He added that he was opposed to making <br /> the revisions retroactive because it would be unfair. He said <br /> that the build up of a tremendous backlog reflects poor planning <br /> and that a mechanism to prevent substantial backlog from occurring <br /> is necessary. He indicated that he could not support the proposed <br /> ordinance as it is but that there is some merit in continuing it <br /> if it can be refined. <br /> <br /> Ms. Mohr stated that the small project exemption provision <br /> has no potential for negative impact for the City. She commented <br /> that the present backlog was not poor planning but development <br /> resulting from the coincidence that a large number of units were <br /> phased over the same two to three year period. She said she had <br /> no problem with the existing ordinance. <br /> <br /> Mr. Butler commented that Council cannot adjust market forces <br /> since it is not capable of foreseeing economic factors and that it <br /> has accomplished its growth management plan by establishing a <br /> framework that sets the overall development rate. He stated that <br /> he did not see the need to make any significant changes to the <br /> existing ordinance but that he did not object to the revised small <br /> project exemption. <br /> <br /> Mr. Roush indicated that Council could hold the first reading <br /> of only Section 4 of the proposed ordinance. <br /> <br /> It was moved by Ms. Mohr, and seconded by Mr. Butler, that <br /> Ordinance No. 1466 be introduced, to be read by title only, and <br /> waiving further reading thereof, amending Section 17.36,140 of the <br /> Pleasanton Municipal Code concerning small project exemptions of <br /> the Growth Management Program. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr and Mayor Mercer <br /> NOES: Councilmember Tarver <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Discussion on the House on Top of the Ridqelands <br /> <br /> Mr. Brandes stated that in view of all the publicity about <br /> the Ridgelands and the Initiative, he would like Council to <br /> consider the possibility of the City purchasing the house on top <br /> of the Ridge and either moving it to another lot or tearing it <br /> down. <br /> <br /> Discussion on Bay Area Rapid Transit (BART) Stations <br /> <br /> Mr. Brandes stated that the only BART connection Propositions <br /> 108 and 111 would guarantee would be from Daly City to the San <br /> Francisco Airport. In addition, the BART General Manager has <br /> indicated that if only one station will be established in <br /> <br /> - 16 - <br /> 5-15-90 <br /> <br /> <br />
