7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Ayala asked for an agenda item to discuss a council sponsored initiative for <br />the five large parcels of land still to be developed. She felt discussion was healthy for the <br />community and she believed that was the intent of the CAPP Initiative. There was no <br />support from the remainder of the Council.
