Mr. Thompson did not believe it was an issue because they are tracking every <br />truck. <br /> <br /> Ms. Michelotti asked Mr. Weinberger if he concurred with the representatives of <br />Waste Management. <br /> <br /> Mr. Weinberger said the operator is the most familiar with the site. The question <br />is whether there are self haulers that are not being routinely asked about their loads. <br /> <br /> Mr. Thompson said if a self hauler brought in their municipal solid waste they <br />would not be required to provide analytical data. That is the only situation where it <br />would not be required. If it is soil, bricks, concrete, or asphalt, they either have to do the <br />clean certification or the full analytical review. <br /> <br /> Ms. Michelotti clarified that the self hauler can be required at any time to dump <br />the load for inspection. <br /> <br /> Mr. Thompson said yes. The landfill always has the right to turn anyone away <br />and reiterated there are very few self haulers that come to the Altamont. <br /> <br /> Mr. Weinberger believed that Mr. Pico was asking if Waste Management would <br />certify that it will require the generator and collector information, namely the <br />identification of the trucker, license plate, and nature and origin of the material for all <br />loads brought to the landfill that have soil, concrete, asphalt or brick. <br /> <br /> Mr. Pico added that he wanted certification that there was no know hazardous <br />material that is being dumped. <br /> <br /> Mr. Weinberger said that is what the form asks. He also asked if that was <br />required by the permit or just current practice. <br /> <br /> Mr. Thompson said that is what they are doing. It is described in the waste <br />acceptance criteria, which is part of the operating document. It was developed by Waste <br />Management in the 1980s and has been a constant for the company since that time. <br />Essentially, because it is in the solid waste facilities permit, it is required by regulation. <br /> <br /> Ms. Dennis asked if the community monitor had control over compliance with <br />that and all permits. If the monitor detects a deficiency based on what is asked to be done <br />for the examination of waste, there would be an opportunity to develop a new or stricter <br />procedure if that appeared to be warranted from observation. The monitor can ask for <br />any load to be analyzed. <br /> <br /> Mr. Thompson said the monitor will be involved inspections, have access to the <br />records and certifications we have, have access to the analytical material, will be able to <br />watch random load checks. <br /> <br /> 41 09/20/99 <br />Pleasanton City Council <br />Minutes <br /> <br /> <br />
