elementary and middle schools are completed, or the applicant can come back for <br />reconsideration when it is clear the schools were well under construction and would be <br />completed and open by the time the houses are occupied. He also felt it was significant <br />to note that this property provides ridgeline access. It has provided $145,000 to the East <br />Bay Regional Park District to enable it to provide improvements to signalization and <br />road improvements at West Las Positas, which is the access the Park District has <br />identified for long term use of the park. Another significant issue is that one acre at the <br />back of this property will be offered to the Park District to provide a critical link for the <br />trail system along the ridge. He felt all these points make this a good project. It is not <br />like the Merit project, which was asking for units beyond the midpoint. It is not like the <br />Moller project, which is not screened from view. <br /> <br /> Chuck Lemoine, 4456 Foothill Road, indicated his family has been here on this <br />property for 23 years and have been heavily involved in the youth programs in the city. <br />He indicated the portion of the property proposed for development is flat with a slight <br />slope. He said the property across the street is higher than the orchard area. He felt the <br />trail connection proposed was a huge amenity for the people of Pleasanton and the entire <br />Tri-Valley area. This development will not be visible from the valley floor and will be <br />visible from Foothill Road for only about fifteen to twenty seconds. He referred to the <br />impact on the schools and noted his family has lived there for 23 years and they intend to <br />stay. Their children would like to live there and raise their children. He felt his family <br />has been good citizens and urged Council to support the project. He referred to several <br />letters in support of the project and that he has not heard any comments opposed to it. He <br />indicated he had spoken to Carole Varela who indicated the CAPP proponents did not <br />intend to hurt small property owners and she was here to support this project as well as <br />the Vineyard projects. <br /> <br /> Sean Lemoine, 4456 Foothill Road, believed the project speaks for itself. This is <br />the third developer he has worked with on this property and he feels the developer has <br />done a good job. His family will be the ones who will look at this project 24 hours a day, <br />seven days a week for the next 50 years. They are happy with the project and he believes <br />the merits of the project and the amenities to the Park District justify its approval. <br /> <br /> Jim Murphy, 5630 Springhouse Drive #37, supported this application. He said <br />the benefits to the community have already been addressed. He looks forward to going <br />up to the Pleasanton ridge by this new access to be given by the Lemoines. He felt it <br />would improve the quality of life of all Pleasanton residents. <br /> <br /> Jim Jordan, 7882 Marigold Court, indicated he lives just down the street from this <br />project. He did not think the project would have any impact on the traffic or schools in <br />the area. He believed it was a fine project that will add to the community. <br /> <br /> Linda Chavez, representative of the East Bay Regional Park District, 2950 <br />PeraltaOaks Court, Oakland, indicated there were initial concerns about this property and <br />access to the park and completion of the trail, but after negotiations and discussions with <br />the applicants and neighbors, the current project and conditions are acceptable to the Park <br /> <br /> 32 09/20/99 <br />Pleasanton City Council <br />Minutes <br /> <br /> <br />
