reduced from 100 feet to only 50 feet. There are requirements for protecting the lots <br />from instability of the slope uphill from the fault. The recommendations recognize that <br />the Calaveras Fault does run through this property and it will move when the fault moves. <br />There will be lateral displacement and if it is a very large earthquake, there could be <br />significant shaking and the foundations and house designs must be planned accordingly. <br />Those requirements can be met by the conditions set forth in the staff report. <br /> <br /> Mr. Pico asked if these would be public streets and sewer systems. <br /> <br /> Mr. Swift replied that one street is public and the other two streets are private. <br />The utilities are all city utilities. <br /> <br /> Mr. Pico believed there was significant risk for a major earthquake with damage <br />to the properties and infrastructure. Is the city assuming that liability. <br /> <br /> Mr. Swift stated that all the development is on one side of the fault. The only <br />house on the other side is the existing Lemoine house and it has only a water and sewer <br />line laterals to the house. Therefore, except for the proximity to the fault, this <br />development is not different than any other property on the other side of Foothill Road in <br />terms of crossing the fault. The chance of sheer occurring is within the fault zone itself, <br />not on the area adjacent to it. There would be ground motion as there would be anywhere <br />else in the city in the event of an earthquake, but the soil in this location is not as bad as <br />in other areas in term so of what is possible in terms of ground motion. There is more <br />bedrock at the base of Pleasanton Ridge so there would be more of a sharp bounce than a <br />wave motion that would occur in other parts of Pleasanton. <br /> <br /> Mr. Pico asked if the groundwater was a serious concern. <br /> <br /> Mr. Swift said the presence of ground water makes it more likely that there can be <br />slope failure and that has been included in the calculations of the stability of the hillside <br />and that played a roll in the recommendation that the project include a deflection <br />wall/berm at the base. If there is a landslide, it does not affect the houses at the base of <br />the ridge. <br /> <br /> Vice Mayor Ayala declared the public hearing open. <br /> <br /> Phil Rowe, Delco Builders & Developers, 2552 Stanwell Drive, Suite 203, <br />Concord, believed this was a very good project that has been in process for over a year. <br />He indicated the application was for 12 new lots and one existing lot. The General Plan <br />allows 26 lots on this property, so they are asking for only half of what is allowed. The <br />midpoint for the zoning for this property would be 14 lots, so they are below the <br />midpoint. There is a total of 45 acres on this property and the housing has been clustered <br />on a seven acre area, which is relatively flat. It is ideal for the proposed plan. There is an <br />existing orchard there and that will screen houses from view from Foothill Road. The <br />landscape plan includes 83 new 24-inch box trees on a seven acre parcel.
