Ms. Michelotti supported the application because it has been in the works or a <br /> long time, particularly the McGuire property. She reminded everyone that this is a plan <br /> that would come through normally as a PUD and under the CAPP Initiative, it would not <br /> be approved. <br /> <br /> Ms. Dennis did not think there would be a problem with the Finance Plan or <br /> building the road if the CAPP Initiative does not pass. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers - Dennis, Michelotti, Pico, and Mayor Tarver <br /> NOES: Councilmember Ayala <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Ms. Ayala indicated this is five parcels out of 33 in the Specific Plan. She did <br /> not think this plan will work without the remainder of the Specific Plan area to get the <br /> realigned road and the school needed for Ruby Hill and these 27 houses. Until she sees a <br /> Finance Plan that will take care of all of this. How can we do long term planning without <br /> a structure in place that is not arbitrary. <br /> <br /> Mr. Tarver said if Council had done the job right, it would not be discussing how <br /> to get a school that is needed now without approving more development to get it. That is <br /> the whole point. It is a vicious circle that has to stop somewhere.
