How can we do long term planning without <br /> a structure in place that is not arbitrary. <br /> <br /> Mr. Tarver said if Council had done the job right, it would not be discussing how <br /> to get a school that is needed now without approving more development to get it. That is <br /> the whole point. It is a vicious circle that has to stop somewhere.
