It was moved by Ms. Dennis, seconded by Mr. Tarver, to add a requirement <br /> to modify the grading plan to require that the three lots at the south end of the <br /> McGuire property be reduced to no more than 500 foot elevation with direction to <br /> the Planning Commission to explore additional cut to reduce the elevation further <br /> and to add a second requirement to add landscaping within the open space area of <br /> the McGuire property by adding drought tolerant landscaping within the open <br /> space area. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Ms. Dennis expressed her appreciation for Mr. Erickson and Ms. Varela supporting this <br /> application. She said these projects had been included in the Vineyard Corridor Specific <br /> plan in order to provide unity for the area and a look that the community would find <br /> pleasing. These property owners have worked with the City in good faith to accomplish <br /> that end and she appreciated that. <br /> <br /> It was moved by Ms. Dennis, seconded by Ms. Michelotti, to introduce Ordinance <br /> No. 1789, to be read by title only and waiving further reading thereof, approving the <br /> applications of Brian McGuire (PUD-99-06), Robert and Sandra Lutz (PUD-99-10), <br /> Clara Nevis (PUD-99-09), Kenneth Gooch (PUD-99-08 and Frank and Li!lian Jardin <br /> (PUD-99-12),including the modification to the conditions as previously approved. <br /> <br /> Mr. Tarver indicated he had wanted to separate these properties at the beginning <br /> because they are different. He did not support the Specific Plan. If this were on the <br /> ballot as a plan that combined both, he would vote against it because he had so much <br /> objection on what is happening on the rest of the Vineyard Corridor. This current <br /> proposal is a logical extension of what has been done in Vineyard Corridor as well as <br /> having been in process for a long, long time. It is unfortunate what has happened to these <br /> property owners. He has know Mr. McGuire for a long time and appreciated his <br /> situation. Time is everything. CAPP is not helping the situation either, which is why he <br /> wanted to pursue development plans. There are a lot of issues that are going to be tied <br /> up. He is also concerned about the school in this area. He felt that school was required <br /> when Ruby Hills was built and is certainly required now with everything else that is <br /> happening. He hopes the Financing Plan will indicated a way to accomplish what is <br /> necessary for this area with or without the effects of the CAPP Initiative. He supports the <br /> application, but he wished there were an approved Finance Plan and assurance from the <br /> School Board that the school would go in and the road was going to be put in so this was <br /> in no way connected to the east side of the landfill. <br /> <br /> Mr. Pico said there was time in the future to address those concerns.
