Mr. Swirl said the trees would be planted as part of the initial subdivision improvements. <br />He did not anticipate having the same problem as Golden Eagle. <br /> <br /> Ms. Dennis said the conditions of approval should include that information be given to the <br />homeowners regarding animal control and cat management because of their effect on wildlife, <br />especially grotmd nesting birds. <br /> <br /> Mayor Tarver declared the public heating open. <br /> <br /> John Ford, Passport Homes, 7657 Highland Oaks Drive, showed slides to help clarify the <br />visibility issues. He described the proposed plan for the 64oacre site with 55 acres remaining as <br />natural open space, with 45 of the 55 acres being added to the East Bay Regional Park District's <br />Pleasanton Ridgeland Park. Not one tree will be removed during construction. <br /> <br /> Mayor Tarver asked how long it would take from the time building permits are pulled <br />until the homes are occupied. <br /> <br /> Mr. Ford said they are building custom home sites. He has design guidelines that would <br />control the design of homes, but they will not build the homes. <br /> <br /> Mayor Tarver wanted to add a condition that the home sites would be considered on a <br />first-come, first-serve project for growth management purpose once the elementary and <br />secondary schools are either built or are within a certain number of months from being <br />completed. <br /> <br /> Mr. Ford shared his concems regarding the schools. He said he is a small developer and <br />to put such a condition on the project would be a financial hardship. <br /> <br /> David Madwell, 3840 Noahwood Court, said he has stood before the Council before <br />opposing development projects, but he supported this project. He felt giving 55 acres to the Park <br />District was a win/win situation. He said if a project like this cannot be approved then there <br />should be a moratorium on all developments. He shared the same concems about the schools, <br />traffic, and privacy issues, but he did not see any fault in this project. He asked Council to <br />please approve the project. <br /> <br /> Chris Nelson, 7872 Meadowbrook Court, said he was disappointed about the <br />development going on across from his property. Therefore he visited the proposed site, but could <br />not find much to object to. He said the use of large trees will help mitigate the visibility and he <br />did not want to lose the oppommity of donating 55 acres to the Park District, keeping it from <br />being developed. <br /> <br />Pleasanton City Council 13 03/16/99 <br />Minutes <br /> <br /> <br />
