(3R95:390) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Mayor Tarver asked if the Downtown Task Force discussed this issue or was the policy <br />continued without discussion? <br /> <br /> Mr. Swift replied that this was discussed by the committee headed by Councilmember <br />Scribner and the Committee recommended that it be eliminated. <br /> <br /> Mr. Tarver declared the public hearing open. <br /> <br /> There being no testimony, Mr. Tarver closed the public hearing. <br /> <br /> Ms. Michelotti felt some of the banks should stay downtown because banks keep people <br />coming downtown. Right now the downtown is lively and active but she would hate to see all <br />the banking institutions move from the downtown area. After reading the staff report, she did <br />think it was unfair that some banks are not being allowed to move to specific locations that are <br />more convenient to the business park or residential areas. She would like to retain some <br />requirement for banks downtown. <br /> <br /> Mayor Tarver felt the banks downtown are convenient and that not having the policy that <br />anchors the downtown with banks would be a mistake. Some flexibility could be granted over <br />the number of banks in the downtown area but eliminating it altogether made him fear that the <br />financial institutions would abandon downtown. He was in favor of the previous <br />recommendation that reduces the number of banks required, in order to give flexibility, but not <br />to let the market take over completely and let banks locate wherever they want. <br /> <br /> Ms. Mohr stated that banks go where the activity and people are. The recent location <br />of the Bank of Walnut Creek is an indication that Main Street is still a place that attracts that <br />kind of business. The compromise is now a reduction from eight or ten years ago. She felt the <br />vitality of the downtown is well-established and she has gotten comments from the community <br /> <br />11/21/95 -4- <br /> <br /> <br />
