Ms. Mohr supported the tiered rate structure and indicated she would like to further <br />explore allowing irrigation rates for large lot developments. <br /> <br /> Mr. Cusenza indicated there is an ordinance regulating water conservation for <br />landscaping that will come before Council, which will address those issues. <br /> <br /> Mr. Tarver did not agree with an irrigation break. It did not seem to be consistent with <br />conservation policies. <br /> <br /> Mr. Lum stated that the seasonal irrigation rates was an attempt to respond to Council's <br />desire for an economic tiered structure to provide incentive to conserve more. It is difficult with <br />irrigation rates to do that because of the large variations in size of lots and meter sizes. Staff <br />tried tiered structures and seasonal structures. If there is a higher rate in the summer, there will <br />be a lower rate in winter, unless a policy is adopted that one customer will subsidize another. <br />If you keep them separate and distinct, the rate structure must be revenue neutral relative to how <br />much money is collected. There are still equity problems. But that is the only way to respond <br />to the economic incentives to conserve. <br /> <br /> Mr. Cusenza indicated that residential usage in the winter is lower and usage goes up in <br />the summer, which is similar to the proposed seasonal rate. There is a semblance of equity. <br /> <br /> Ms. Mohr asked if there were a larger than 20 % discount to low-income seniors and drop <br />the automatic senior discount for everyone over 62, what would be the financial effect. <br /> <br /> Mr. Cusenza stated the senior discount equals about $60,000 and the low-income is about <br />$15,000-$20,000. The rates are set up for those type of discounts and there will not be that <br />much difference on the whole. Other communities and programs were reviewed and there were <br />no discounts more than 20%. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Dennis, to approve staff recommendations <br />l(e) and (f). <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Dennis did not support staff recommendation lc, the seasonal rate, because it adds <br />complexity and she was not stare it accomplishes conservation. <br /> <br />02/21/95 <br /> - 19- <br /> <br /> <br />
