Pleasanton. He said the City Council should support staffs recommendation and approve the
application.

Paula Awtry-Harris, 5368 Brookside Court, said Mr. Chestnut has followed all the rules and
regulations and felt the project should be allowed to be built. Mr. Chestnut will make a wonderful
neighbor.

John Roberts, 1175 Blanc Court, said he moved to Pleasanton two years ago with the
intention of improving his home. The plans he submitted for an addition have not been approved.
He is frustrated with all the time and money that has been spent. He said there are many homes that
are adding second stories and face-lifts. He would like to be able to build his addition. He
supported the project because he would like Mr. Chestnut to be able to get approval for his
addition.

Bill Silva, 3036 Badger Drive, supported the project. The project will enhance the property
value. He asked the City Council to follow the rules and the code to come up with the correct
answer.

Seth Bland, 4086 Stanley Boulevard, had concerns with the size of the structure and the
potential impacts. This structure as currently designed is large and too close to Stanley Boulevard.
He was not quarreling with the Chestnuts' right to build a home. The lot should be viewed as a
vacant lot. A home of this size would not be allowed to be built so close to the roadway as if this
were a vacant lot. He asked Council to uphold the Planning Commission's decision.

Rick Geha, 39505 Paseo Padre Parkway, Fremont, said as a broker he has concems with
what he will tell his clients if this application is not approved. He said the area is made up of mixed
uses. He did not feel this project would devalue the surrounding property. He encouraged the
Council to vote yes.

Karen Mann, 3100 Mowry Avenue, #205, Fremont, is a professional real estate appraiser
and has never run across a house in the City of Pleasanton where the value has gone down due to a
larger, nicer, new home. The house would not fit in if the area were strictly one-story single family
homes, but it is not, it is made up of many different uses. She has seen other areas, such as Palo
Alto and Menlo Park, where the old homes are being torn down and newer, larger homes are being
built.

June Perry, 1300 Ptarmigan Drive, #5, Walnut Creek, supported the Planning Commission's
decision and encouraged the Council to listen to its constituents and save the flavor of the
neighborhood. It is not the City Council's responsibilityto take advice from real estate agents from
other cities.

Pleasanton City Council 15 02/16/99
Minutes
