Commission. He asked the Council to limit the design review process to design issues and not
allow the Planning Commission to create laws that undermine the accepted policies and procedures
of the City. He urged Council to follow staffs recommendations.

Ken Habiger, 5109 Manta Drive, Antioch, said if someone is choosing to build a house,
such as what the Chestnuts are proposing, it should be built in an area that accepts that type of
house. He said the proposed house fits into the Ruby Hills area, but not in the downtown
Pleasanton area.

Edward Rodondi, 225 Wildwood Drive, South San Francisco, had concerns with the
project. The two-story house will impact his property at 4140 Stanley Boulevard. The early
moming sun will be blocked by the height of the building. The side facing his property is a sheer
wall with no architectural features. He would like to see some resolution that would make it
compatible for everyone involved.

Wilona Perry, 5858 San Juan Way, said she owns the property at 4112 Stanley Boulevard.
Her concem is the turmoil that is going on. She said the project would not impact her, but agreed it
would block Mr. Rodondi's view. She hoped something could be done to prevent this. She felt Mr.
Chestnut had the right to build the house. She said the existing homes are small in the area and
most people that buy small homes want to add on. She wanted to know if she were to sell her home
at 4112 Stanley Boulevard, would the City allow that home to be enlarged? It is a tough decision.
She did not understand how the City can tell someone they can't add onto their house, just because
someone does not like the design. She did not like the design of the pink apartments across the
street but they were constructed. She hoped this issue could be resolved.

H.R. Shamblin, 358 Christina Court, said his mother owns the property at 4120 Walnut
Drive, which is at the back of the project. He has not seen any of the property values go down in
Pleasanton. He said the City Council is doing a fine job in making decisions. He also said the
Chestnuts are fine people.

Mike Carey, 4225 Stanley Boulevard, believed the addition would enhance the
neighborhood and add value to the neighbors' properties. The Chestnuts are keeping within the
scope of the historical downtown appearance. He said the lot is large enough to accommodate the
proposed home. Mr. Chestnut has followed the right procedures and is within the guidelines. In
regards to compatibility, the area is made up of many different structures: single family homes, a
mobile home park, a chiropractic office, an automotive shop, a strip mall with a car wash and a new
proposed bank on the comer. Therefore, he believed the application should be approved. He felt it
complemented the neighborhood.

A1 Bemardin, 7858 Medinah Court, Fremont, supported the project. He said the Chestnuts
are responsible people. The Chestnuts are always working on the house in Fremont and if this
application is granted, their house will be among the many attractive Victorian homes in

Pleasanton City Council 14 02/16/99
Minutes
