The Council member may not interrupt the speaker, however, until <br />recognized by the Presiding Officer. <br /> <br />Rules of Order <br /> <br />Except in cases of conflict with these policies, Rol~ert'~ Rules of Order shall <br />govern the proceedings of this Council. <br /> <br />The City Manager shall attend all meetings of the Council as set forth in <br />Pleasanton Municipal Code Section 2.08.130, and in hia/her absence, the Asmmnt <br />City Manager shuii substitute. The City Manager may make recornmendationa <br />and shall have the right to take part in ail discussions of the Council, but .~hu~l. <br />have no vote. <br /> <br />The City Attorney shall attend ail meetings of the Council unless excused, and in <br />her/his absence, the Assistant City Attorney sbuii substitute. The City Attorney, <br />upon request, sb~n give opinions, either written or oral, on questions of hw and <br />shall a~t aS the Council's parliamentarian. <br /> <br />The City Clerk shall attend all meetings of the Council unless excused, and. in <br />his/her absence, the City Manager shall designate a substitute. The City Clerk <br />shall record, prepare arid maintain the official record of the Council arid perform <br />other related duties as prescribed by the Council and delegated by the City <br />Manager. <br /> <br />Deoartment Heads/~mt}lovees <br /> <br />Department Heads and other employees, as directed by the City Manager, <br />attend Council meetings. <br /> <br />Three members of the Council shall constitute a quorum necessary to Wansact <br />business. In the event a quorum is not in attendance, those attending will be <br />named in the minutes, and they shall adjourn the meeting to a later set time. <br /> <br />City Council Attendance <br /> <br />Council members must request the Mayor to issue an "excused absence" when <br />they are unable to attend, or it will be noted in the minutes as an unexeused <br />absence.
