6)

7)

8)

9)

The use should be located so that it, and access roads
to it, cause the least conflict with planned and
existing regional uses.

The retreat facility should be a small, rustic facility
situated in a secluded setting on relatively gentle
terrain. It should be adaptable and may include multi-
purpose rooms, overnight accommodations, dining
facilities, and other features which would cater to
specialized functions (e.g., business training) or to
general uses (e.g., family retreats, religious events,
conferences, workshops, community events, and youth
activities such as boy and girl scout overnights). The
retreat facility should be available for long term use
by the public, for both short and long periods. It
should be designed to minimize automobile intrusion,
including parking and access, to ensure a sense of
isolation. The retreat should be designed in clusters
accommodating 50 to 200 people; total capacity should
not exceed 1,$00.

A cemetery (and accompanying structures such as a
chapel, mausoleum, or crematorium) should be a
community-serving facility designed to feature park-
like landscaping which incorporates natural vegetation
and blends in with the natural surroundings. Changes
to existing terrain should be minimized. It should be
sited on relatively gentle terrain, with access to a
nearby major public roadway and other public
infrastructure.

An education/conference center should be a self-
contained, campus-like facility with meeting rooms,
overnight accommodations, dining facilities, and
outdoor recreational opportunities. It should be
available for long-term use to the public on a rental
basis. It should be sited on relatively gentle
terrain, with access to public infrastructure, with
reasonably close access to a freeway. The center
should have a regional focus and benefit. The center
should be sited near public trail systems and/or open
space parks, and it should have a pedestrian
orientation. Its design should integrate natural
vegetation and respect local topography and other
natural features.

A spiritual center should be a regionally-oriented,
multi-use facility designed to attract various
denominations, with each having equal priority and
accessibility to the center. It should be large enough
to accommodate simultaneous activities by multiple
denominations. No overnight facilities should be
allowed.

Page 18
