The Planning Commission recessed for a break at 8:03 p.m.
Commissioner Roberts reconvened the meeting at 8:1 1 p_m
6_ PUBLIC HEARINGS AND OTHER MATTERS
a_ PUD-42/PSP-8. Earl Bach. Karen Bacla_ Ed Lamb. Sr_. and Ed Lamb. Jr_
Application for PUD development plan approval to allow afour-lot development
consisting of three new Homes and one existing home and for an amendment to
the North Sycamore Specific Plan to consider eliminating a public trail
connection between Sycamore Terrace and San Carlos Way on a 1 .84-acre site
located at 446 Sycamore Road in the North Sycamore Specific Plan Area. Zoning
for the property is PUD-LDR Planned Unit Development -Low Density
Residential District.
Mr. Pavan summarized the staff report and described the layout of the proposed use. The
proposed project involved three new homes plus one existing home on four lots of
varying sizes= 19,000, 24,000 and ] 8,000 square feet. The guidelines control the
building, landscaping, and site designs for the individual lots and setback standards, as
well as completion o£the pedestrian sidewalk required by the North Sycamore Specific
Plan lir~king Sycamore Terrace with San Carlos Way. The proposal also includes
PSP-08, an amendment to the North Sycamore Specific Plan which would delete the
proposed pedestrian sidewalk from the Specific Plan, therefore deleting the relevant
conditions from the proposed prof ect_
Staff notes that the applicant proposed to construct a sidewalk for this project from the
beginning of the application process, in conformance with the Specific Plan. The
applicant has stated repeatedly to staff that he will continue to install the sidewalk at Iris
expense unless directed otherwise by the City_ From the beginning of the application
processing, staff understood that there could be very substantial neighborhood opposition
to the sidewalk, thereby potentially resulting in a direction to delete the sidewalk from the
project and the Specific Plan. The existing lot Parcel 1J would take access off of
Sycamore Creek Way, the other three lots would take access off of Sycamore Terrace, a
private street. Although the Specific Plan permits developer to pipe the relevant portion
of the creek right-of--way, the applicant has chosen to keep it in its natural state. Setbacks
are applied to keep development and construction away from the creek in order to protect
acid preserve it_
Mr. Pavan noted that copies of the Specific Plan maps as well as the North Sycamore
Specific Plan circulation map are included in the packet; they demonstrate that the
pedestrian sidewalk was stipulated by the Specific Plan. He wished to correct an error in
the body of the staff report, noting that there presently exists a combined 12-foot-wide,
rather than a 1 O-foot wide, public trail easement and public service easement.
PLANNING COMMISSION MINUTES February 9, 2005 Page 8 of 22
