Commissioner Blank wished to ensure that there would be independent, official <br />notiF cation in the event of a leak to oversee potential environmental mitigation. <br />Mr_ Pavan advised that the applicant would be required to have a spill prevention <br />program. In addition, the applicant would be required to have equipment on-site Lo begin <br />the mitigation immediately in the event of a spill. <br />Commissioner Blank noted that he had personal experience with a fuel leak from an <br />aircraft at San Francisco International Airport; in spite of the equipment, several hundred <br />gallons of fuel leaked before anyone could get to it. <br />Commissioner Fox expressed concern about the noticing process and noted that there <br />were many more neighborhood attendees at the last meeting. <br />Ms_ Decker stated that she did not know precisely when the notices were sent out and <br />assumed that the standard mailing procedure was followed. She advised that there was <br />some difficulty in determining the owners' addresses from KB Home_ Hand delivery of <br />notices was provided in many cases- <br />Commissioner Roberts noted that in some cases, residents may not have recognized the <br />notifications and added that speakers from the previous meeting may have chosen not to <br />attend a second meeting. <br />KOLL CALL VOTE: <br />AYES- Commissioners Blar~.k and Roberts. <br />NOES= Commissioner Fox_ <br />ABSTAiN_ None. <br />RECUSED: None_ <br />ABSENT: Commissioners Arkin and Maas_ <br />Resolution No_ PC-2005-06 was entered and adopted as motioned. <br />Commissioner Roberts noted that the neighbors may wish to read the staff report, which <br />included the Fire Department's statement regarding the safety of this facility- She added <br />that the applicant had invited the neighbors to tour the facility and talk to the guard- She <br />would not approve this application if she believed it was more of a safety hazard than the <br />alternatives- She was impressed with the disclosure statement from KB Home which <br />addressed this issue- <br />Commissioner Fox inquired whether future above-ground tank facilities located near <br />residential neighborhoods could be brought to the Planning Commission rather than <br />through the Zoning Administrator. <br />Commissioner Blank supported Commissioner Fox's suggestion. <br />PLANNING COMMISSION MINUTES February 9, 2005 Page 7 of 22 <br />
