Subsequent action on the project limited the areas of the site proposed for private <br />development, reserving substantial acreage for community and public uses. <br /> <br />Environmental Review of a Community College Campus ~ preparation of <br />an expanded negative declaration, environmental impact report, and mitigation monitoring plan for the <br />proposed permanent home of Vista College in downtown Berkeley. M&A worked with the Peralta <br />Community College District - helping the District undertake its first-ever CEQA review - on a project <br />proposed to consolidate college operations located in three rented downtown locations into a single- <br />building campus. Key issues were parking and visual impacts. The evaluation of alternatives to the <br />proposed project considered strategies to address these key issues, including an alternative site at which <br />surface parking could be provided and a smaller building on the selected site. <br /> <br />Environmental Review of a Change in the Urban Limit Line } <br />environmental impact report on a change in the ULL proposed by Contra Costa County in 2000, a <br />modification of the County General Plan that had been adopted by voters in 1990. The focus of this <br />analysis was on the potential for the proposed changes to constrict the supply of land potentially <br />available for development to such a degree that it would be insufficient to accommodate residential <br />growth projected through the General Plan time horizon, leading to displacement of housing <br />development and, concomitantly, higher housing prices, longer commutes, and other adverse <br />environmental consequences. <br /> <br />EIR Consulting on Commercial Redevelopment Plan > provision of <br />conceptual assistance to the City of Emeryville in organizing the environmental review of a major <br />redevelopment on the south Bayfi:ont. As this project moved into site design and preparation of a full <br />EIR, M&A was retained to guide the formulation of alternatives and to organize a multi-city, multi- <br />mode transportation analysis. M&A also prepared the sections of the EIR addressing employment, <br />population, and housing; public services; hazardous and toxic substances; and soils and geology. In all <br />these subject areas, one of M&A's principal contributions was to prepare narrative analyses that are <br />clear and understandable to the lay reader. This project has been constructed. <br /> <br /> Environmental Assessment and Negative Decla~ation for BART <br /> Parking Garage } preparation of CEQA documentation for a negative declaration on a 1,200- <br /> space parking garage proposed by BART for its El Cerrito del Norte Station. Technical analyses of <br /> traffic and circulation, visual impacts, air quality and noise were coordinated by Mundie & Associates <br /> and were compiled to form a technical addendum to the CEQA document. Critical issues included <br /> revising station-area circulation, impacts on l~eeway on-ramp traffic volumes and visual effects of the <br /> 45-foot high structure on nearby hillside residences. <br /> <br /> Parking Structures at Two BART Stations > full EIRs on projects proposed by <br /> BART (as part of its Access Improvement Program) consisting of parking structures, improvements to <br /> bus transfer facilities, and circulation alterations to accommodate increased BART use by both bus and <br /> auto patrons. At both stations, visual impacts were an issue. In addition, the Concord work focused on <br /> local traffic and circulation impacts while the Union City work considered the planning context of the <br /> proposal in light of the municipality's planning and redevelopment efforts both east and west of the <br /> BART station. <br /> <br /> Revision of an EIR >~ For the City of Emeryville, Mundie & Associates was engaged to <br /> prepare the transportation section of the EIR on the Sybase project.
