SUPPLEMENTAL MATERIAL <br />2 <br /> <br />3. Clearance Rates: <br />a. How do our clearance rates compare to other similar cities or the national <br />average? <br /> <br />A. FBI clearance rates for 2025 within the National Incident-Based Reporting <br />System (NIBRS) are not yet available, and Pleasanton did not use NIBRS <br />in 2024, so no comparisons are available. <br /> <br />b. What factor can influence whether a case is ultimately cleared? With respect <br />to clearance, NIBRS recognizes two methods: clearance by arrest and <br />clearance by exceptional means, but the reporting is more specific and tied to <br />the incident. <br /> <br />A. To report an offense as cleared by arrest in NIBRS, law enforcement <br />must: <br /> Identify at least one offender; <br /> Take that person into custody or otherwise formally charge them; <br />and <br /> Turn the offender over for prosecution, whether by arrest, citation, <br />or summons, depending on the circumstances and applicable law. <br /> <br />To report an offense as cleared by exceptional means in NIBRS, all of the <br />following must be true: <br /> The investigation has definitively identified the offender; <br /> There is enough information to support an arrest and charge; <br /> The exact location of the offender is known so an arrest could be <br />made; and <br /> Some reason outside law enforcement control prevents the arrest, <br />such as death of the offender, extradition denial, the victim’s refusal <br />to cooperate or prosecution declined for reasons other than lack of <br />evidence. <br /> <br />In short, Uniform Crime Reporting (UCR) measured clearances broadly by <br />offense category, while NIBRS requires incident-specific documentation <br />and stricter reporting detail on how a case was cleared. This makes <br />NIBRS more precise and useful, but also more demanding in <br />documentation and reporting accuracy. <br /> <br />While all the above is required, clearances can happen in different years. <br />If a crime occurs in August 2025 and is not cleared until February, it will
