CITY OF PLEASANTON ECONOMIC DEVELOPMENT STRATEGIC PLAN FY2024-2028 <br />BUSINESS RETENTION & EXPANSION PROGRAM <br />According to best practices established by the <br />International Economic Development Council, <br />an Economic Development Strategic Plan should <br />include establishment of a formal Business <br />Retention & Expansion (BRE) Program. <br />A BRE program can help the City to identify <br />business needs that may be addressed with <br />economic development tools such as: <br />• Business and construction permitting/licensing <br />• Export assistance <br />• Infrastructure <br />• Financing and non-financial incentive <br />• Land and buildings <br />• Marketing and branding <br />• Power/water connections <br />• Retail inventory and Technical assistance <br />• Talent attraction <br />• Workforce training and retraining <br />Successful BRE Programs require strong strategic <br />partnerships in the community. The City should <br />establish a BRE small working group comprised <br />of key members of the business community to be <br />identified at the outset of implementation. <br />The working group should review the findings <br />of the EDSP’s needs assessment to inform the <br />BRE program’s ongoing outreach to the <br />business community. <br />As an initial step, the working group should <br />decide upon an organizational structure for future <br />business outreach efforts (either entirely in-house, <br />managed by a consultant team, or a hybrid of <br />the two) and then create a shared schedule to <br />monitor and report on the findings from business <br />retention needs/trends, inbound business startup <br />or relocation leads, and BRE Program successes <br />(new business formations, jobs created, private <br />investment dollars, or other wins). <br />Successful BRE Programs <br />require strong strategic <br />partnerships in the <br />community. <br />35
