CITY OF PLEASANTON ECONOMIC DEVELOPMENT STRATEGIC PLAN FY2024-2028 <br />Implementation Costs <br />& Funding Sources <br />Cost estimates should be further refined <br />throughout the life of the EDSP and tied to <br />the Implementation Plan’s monitoring and <br />reporting tracker. <br />Expanded City resources are recommended to <br />create a Business Retention and Expansion (BRE) <br />Program to formalize BRE outreach and workforce <br />training/placement activities (e.g., marketing and <br />event promotion, data licenses, and participation <br />in conferences and trade shows), as well as to <br />support retail and restaurant tenants citywide. <br />Although the plan does not anticipate the need for <br />incremental staff or contract labor in the first two <br />years of implementation, resource requirements <br />should be evaluated during regularly scheduled <br />annual plan updates that correspond to the City’s <br />budget cycle. <br />These funds will also support the City’s targeted <br />visibility, marketing, and branding investments to <br />increase Pleasanton’s brand recognition in the <br />San Francisco Bay Area’s regional market within <br />the Life Sciences and Biotech sectors as a central <br />focus of the City’s BRE Program strategy. <br />It is recommended that Economic Development <br />staff collaborate with the City Manager’s Office <br />to provide recommendations for prioritizing other <br />citywide infrastructure needs linked to the City’s <br />economic development goals and objectives. <br />These funding recommendations will require <br />further evaluation by City staff, subject <br />to prioritization of funding needs and <br />available resources. <br />Estimated expenditures and the potential funding sources <br />identified to date are planning factors subject to change <br />according to the City’s economic development priorities <br />and resource availability. <br />28
