There being no speakers, Mayor Balch closed <br />the public comment. <br /> <br />MOTION: It was m/s by Nibert/Eicher to approve the item as recommended. Motion <br />passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Mayor Balch <br />Noes: Councilmember Testa <br />Absent: None <br /> <br />At 11:04 p.m. Councilmember Testa left the meeting. <br /> <br />At 11:04 p.m. by majority consensus, the City Council decided to proceed with items 11 <br />and 5 on the agenda. <br /> <br />11.
