THE CITY OF <br />PLEASANTON. <br />MEMORANDUM <br />Date: October 20, 2025 <br />To: Mayor and City Council <br />From: Gerry Beaudin, City Manager <br />Ellen Clark, Community and Economic Development Director <br />Subject: October 21, 2025 City Council Meeting: Agenda Item 20 - Key Terms of Pre - <br />Annexation and Development Agreement for the Arroyo Lago Project <br />This supplemental memorandum provides an update on the status of Item 8: Developer <br />Public Benefit Contribution, among the key terms of the Pre -Annexation and Development <br />Agreement (PADA), and on the timing for the Alameda County Planning Commission <br />hearing to consider approval of the Arroyo Lago project. <br />PADA Key Term 8 <br />The Agenda Report (page 7 of 10) indicates that the City and the Developer were not in <br />agreement with respect to the amount of the public benefit contribution towards design and <br />construction of EI Charro Road, with the Developer offering $2.25 Million, and City staff <br />instead recommending a $3 Million payment. <br />Since publication of the Agenda Report, the Developer has revised their position to agree <br />with staff's recommendation, and to offer a $3 Million public benefit contribution. This <br />amount would be in addition to Transportation Impact Fees (TIF), and the costs to construct <br />required frontage improvements of Busch Road. <br />Alameda County Planning Commission Hearing Date <br />At the time of publication of the Agenda Report, the Alameda County Planning Commission <br />had set October 20 as the date of the continued public hearing to consider certification of <br />the project EIR and approval of the project. Staff was advised last week by the County that <br />the hearing has been rescheduled to November 17, 2025. <br />
