INSTRUCTIONS TO BIDDERS <br />General <br />The City of Pleasanton, hereinafter referred to as "City," will receive at the City Clerk's <br />Office of the City of Pleasanton, Civic Center, 123 Main Street, Pleasanton, California, <br />until the hour and day specified in the "Notice to Bidders," sealed Bid Proposals for <br />furnishing materials, equipment and/or labor for performing the work described in these <br />Contract Documents. All Bid Proposals shall be submitted in accordance with the <br />provisions of the "Proposal Requirements and Conditions" set forth under Section 2 of <br />the Standard Specifications of the State of California, except as modified herein. <br />Bid Proposal Form <br />All Bid Proposals shall be submitted on the Bid Proposal forms which are bound herein. <br />All Bid Proposal forms shall be filled in completely in ink with all signature blocks <br />signed by the Bidder. Bid Proposal forms shall be sealed in an envelope addressed to the <br />City of Pleasanton, California and clearly labeled with identifying project name, number, <br />and bid opening date. <br />Delivery of Bid Proposal <br />The Bid Proposal shall be delivered by the time and to the place set forth in the "Notice <br />to Bidders." It is the Bidder's sole responsibility to see that his or her Bid Proposal is <br />received in proper time. Any proposal received after the time fixed for opening of bids <br />shall be returned to the Bidder unopened. <br />Opening of Bid Proposals <br />The Bid Proposals shall be publicly opened and read at the time and place fixed in the <br />"Notice to Bidders." <br />Modifications and Alternative Proposals <br />Each Bidder represents that his or her Bid Proposal is based upon the materials and <br />equipment described in the Contract Documents. Unauthorized conditions, limitations or <br />provisions attached to a Bid Proposal will render it non-responsive and may cause its <br />rejection. The completed Bid Proposal forms shall be without interlineations, alterations <br />or erasures. Alternative Bid Proposals will not be considered unless written request has <br />been submitted to the Engineer for approval at least seven (7) calendar days prior to the <br />date for receipt of Bids. The request shall include the name of substitute material or <br />equipment drawings, cut sheets, performance and test dates and any other data or <br />information necessary for complete evaluation. If the Engineer approves any proposed <br />substitution, such approval shall be set forth in an Addendum.
