Page 2 of 3 <br />GHADs are authorized by California Public Resources Code §26500. Like any special tax <br />assessment district, a GHAD assesses property owners for a benefit they receive that is <br />special to them. In Pleasanton, property owners within the GHADs benefit from having the City <br />monitor and repair landslides or similar geologic damage that may occur unexpectedly in their <br />neighborhoods. The GHADs provide needed funding for the City to conduct annual inspections <br />as well as annual maintenance of slope ditches and downstream drainage networks to lessen <br />the likelihood of landslide occurrence. If a landslide should occur, reserve funds within the <br />GHADs can offset the repair costs. In the absence of the GHADs, landslides could threaten <br />homes and critical infrastructure within each neighborhood, with few viable funding options to <br />mitigate the damage. <br /> <br />DISCUSSION <br />Proposals from qualified engineering consultants were solicited in April for four weeks on <br />bidnetdirect.com and the City’s website. The City received proposals from three firms, <br />including BSK Associates from Livermore, Haley Aldrich from Walnut Creek, and ENGEO from <br />San Ramon. Based on the evaluation criteria in the Request for Qualifications, staff selected <br />ENGEO as the most qualified firm. ENGEO has served as the City’s GHAD consultant for the <br />past several years. <br /> <br />Under the contract, the consultant will provide a site reconnaissance of each GHAD in the <br />spring of each year and then issue a report to the City in mid-summer documenting their <br />findings and recommendations. This report is used by staff to solicit competitive bids from <br />contractors in the fall for needed maintenance or repairs. The consultant has also allocated <br />four hours per GHAD per year to respond to specific concerns at the City’s discretion. This <br />allows rapid response to any emerging issues. <br /> <br />EQUITY AND SUSTAINABILITY <br />Not applicable, as this item is a routine matter of City business. <br /> <br />OUTREACH <br />Staff contacted local consultants to inform them about this solicitation. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this action advances the Citywide ONE Pleasanton strategic plan goal of Funding <br />our Future to support financial health and sound fiscal policies through long-term planning, <br />cost recovery, increased revenue and cost containment. <br /> <br />FISCAL IMPACT <br />Funding for this agreement comes from the four GHADs and no City funding other than the <br />assessed GHAD fees from City parcels within the GHADs.
