THE CITY OF <br />suss 7� ���.:14�inWW 1 <br />PLEASANTON. <br />MEMORANDUM <br />Date: May 2, 2025 <br />To: Mayor and City Council <br />From: Gerry Beaudin, City Manager <br />Tracy Avelar, Police Chief <br />Re: City Council Meeting May 6, 2025, Item 10, Receive Annual Military Equipment <br />Use Report for 2024 <br />The Annual Military Equipment Use Report for 2024 was made publicly available on the police <br />department's page of the City's website on Tuesday, April 8, 2025. On April 16, 2025, a public <br />meeting was noticed to occur on Tuesday April 29, 2025, to discuss the Annual Military <br />Equipment Use Report for 2024 to seek community input regarding the use of this equipment. <br />The meeting occurred after the council agenda report was submitted, so the meeting <br />information is included in this addendum memo. <br />The meeting included a presentation of the Annual Military Equipment Use Report for 2024 <br />and an opportunity to discuss and ask questions about the content of the report, funding, <br />acquisition, or the use of specified equipment; four members of the public attended the <br />meeting. All attendees were supportive of the continued utilization of listed equipment and the <br />procurement of a replacement robot. <br />During a previous community meeting, which was held on March 11, 2025, there were four <br />additional attendees. Overall, this group was supportive of the ownership and use of the <br />equipment. There were questions surrounding the ownership and utilization of the Armored <br />Rescue Vehicle, and if the deployment of the ARV escalates certain situations. Another <br />comment from a community member encouraged the department to use a measured approach <br />when evaluating the deployment of equipment such as the ARV and 40MM launchers, <br />stressing the importance of de-escalation and the utilization of time and distance. Furthermore, <br />a member of the community wanted to ensure that Pleasanton Police personnel were <br />maintaining their Crisis Intervention Training and receiving ongoing training on assisting those <br />experiencing a mental health crisis. Several attendees expressed appreciation for the <br />transparency of the report and supported the continued ability to acquire the tools and <br />equipment that keep both officers and the community safe. <br />
