The normal levels which are often quoted and used in the Draft EIR of Arroyo Lago are not
pertinent to the 55+ residents of the Village at Ironwood and other Ironwood community(s).
are not pertinent for the elderly and are much more sensitive to these levels. For example:
Bone Density, Kidney function (reduced levels by 30-35%), Liver function (reduce pr the World
Health Organization and EPA. by 20-30%) at age 75 Per OSHA and EPA:
• Lead: 1.4x faster accumulation at 75, or 30% reduction in hazardous levels.
• Mercury: 1.3x faster accumulation at 75, or 26% reduction in hazardous levels.
• Cadmium: 1.5x faster accumulation at 75, or 26% reduction in hazardous levels.
• Arsenic: 1.3x faster accumulation at 75, or 28% reduction in hazardous levels.
• Dust protection is also much more important as we age.
1. World Health Organization (WHO): The WHO has extensively researched the
health impacts of air pollution, including particulate matter. Their studies
consistently show that exposure to PM2.5 is linked to increased risks of heart
disease, stroke, lung cancer, and chronic obstructive pulmonary disease (COPD).
2. U.S. Environmental Protection Agency (EPA): The EPA has also conducted
numerous studies on the health effects of air pollution. Their findings support
the WHO's conclusions, highlighting the adverse impacts of PM2.5 on respiratory
and cardiovascular health. While there may not be specific studies directly
linking dust from earth-moving trucks to the health of elderly populations, the
general body of research on air pollution and particulate matter strongly
suggests that exposure to such dust can exacerbate existing health conditions
and increase the risk of new health problems, especially in vulnerable groups like
the elderly.
Both exposure level and duration are observed to be important to elderly vulnerable
populations. None of this is addressed in the Draft EIR which is therefore not relevant to the
current proposed development of Arroyo Lago which is adjacent to the Village at Ir onwood, a
55+ community, as well to the other Ironwood communities along Busch Road. The Draft EIR
should review elderly limits and re-test the site for those levels pertinent to the elderly, since
the Village at Ironwood is populated with the Elderly with ages up to 99, average age near 75.
2) The figures and tables below indicate particular areas of interest, namely AOC 6 at the lower left of the
figures, within the “Site” which is the Former Hansen Aggregates Radum Facility. Various Phases for
proposed development, as shown in their Fig. 6 below, have been labeled in the figure The current Phase
1 is the site of the proposed Arroyo Lago development, which includes the AOC 6 hazardous
contaminated area as well as other sites for test drilling and backfill from various sources. Note that a
reduction factor should be applied to the elderly for proper evaluation of the residents at The Village at
Ironwood for their susceptibility to harm.
