City Council Minutes Page 5 of 6 May 20, 2025 <br />determining that the Police Department's use of military equipment in 2024 complied <br />with the standards of approval and renewing the Military Use Policy. <br />Presented by Nick Albert, Police Lieutenant and Tracy Avelar, Police Chief. <br />Mayor Balch opened public comment. The following individuals provided comment: <br />John Bauer, Ward Kanowsky, Vicki LaBarge. <br />Mayor Balch closed the public comment. <br />MOTION 1: It was m/s by Eicher/Balch to accept the recommendation and allow use of <br />the armored rescue vehicle at community promotional and educational events. <br />AMENDED MOTION 1: It was m/s by Eicher/Balch to adopt a resolution accepting the <br />annual Military Equipment Use Report for 2024 as recommended. Motion passed by the <br />following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />MOTION 2: It was m/s by Eicher/Gaidos to introduce an ordinance amending the <br />Pleasanton Police Department's Military Equipment Use Policy to add equipment to the <br />Policy's military equipment inventory. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Nibert, Testa, Mayor Balch <br />Noes: None <br />Absent: None <br />By majority consensus, the City Council did not modify the Military Equipment Use <br />Policy which allows the Chief of Police to authorize use of the Armored Rescue Vehicle <br />at community events and city-sponsored events. <br />Mayor Balch called a recess at 8:29 p.m. and reconvened the meeting at 8:38 p.m. <br />15.Review of the Proposed Two-Year Operating and Capital Budget for FY 2025/26 <br />and FY 2026/27 and the Five-Year Capital Improvement Program for FY 2025/26 <br />through FY 2029/30 <br />Recommendation: <br />•Review the Proposed Operating and Capital Budget and CIP; and <br />•Provide direction regarding issues or amendments to address prior to formal <br />City Council action planned for June 17, 2025. <br />Presentation by Susan Hsieh, Finance Director, and Adam Nelkie, City Engineer.
