City of Pleasanton <br />2025 Water Rate Study <br /> <br />Water Resources Economics <br />23 <br />CUSTOMER ACCOUNTS AND USAGE <br />This section details the customer accounts and water usage for all years of the study, which are referred <br />to as the units of service. Units of service represent the quantity of billing units that are subject to the <br />City’s potable and recycled water rates and charges. <br /> <br />Table 2-6 shows the projected number of meters for each customer class for the study period. City staff <br />provided actual data for FY 2024. Growth in the City is highly variable and the timeline in which growth <br />occurs can vary significantly from planning documents. To ensure that the City recovers sufficient <br />revenue to fund the water enterprise costs, this study assumes no growth in metered connections <br />throughout the study period.
