City of Pleasanton <br />2025 Water Rate Study <br /> <br />Water Resources Economics <br />21 <br />city’s recycled water irrigation program and a capacity extension surcharge applied to Single Family Tier 4 <br />to repay an internal loan used to fund system improvements to accommodate increased demand. <br /> <br />The City also has a discount program for eligible Senior and Low-income customers. Eligible Senior <br />customers receive 20% off City bi-monthly fixed charges and combined variable charges and eligible <br />Low-Income customers receive 30% off City bi-monthly fixed charges and combined variable charges. <br />The discount is applied during each billing period, only to eligible Low-Income and Senior customers who <br />use consume 30 units of water or less. It is assumed that for the study period there are no changes to the <br />discount program, and that the current percentage discounts will apply in all years of the study period. <br />However, any changes to the discount program is up to the discretion of the City, since it is funded via the <br />General Fund. Thus, any future changes to the discount program will not impact the results of the <br />financial analysis described in this report. <br /> <br />Table 2-1, Table 2-2, and Table 2-3 show the current bi-monthly fixed charges for potable and recycled <br />water customers, combined variable charges, and discount programs, respectively.
