City of Pleasanton 2025 Water Rate Study Water Resources Economics 12 CUSTOMER IMPACTS WRE evaluated the impacts to the Single Family customer class, which represents approximately 89% of the City’s meter connections, based on the proposed potable water rates for FY 2026 and the Recycled Irrigation customer class based on the proposed recycled water rates for FY 2026. Table 1-11 shows the proposed impacts for a Single Family customer with a 5/8” meter (the most common meter size within this class) at various levels of bi-monthly usage. For the average Residential customer that uses 24 ccf of water every two months, the bi-monthly impact will be $19.08 or 10.8%, which reflects the impact of the cost-of-service analysis, and the 15% revenue adjustment applied to FY 2026. Recycled Irrigation usage tends to vary more by season than Single Family customer usage. For a customer in the summer months at a very high usage level (1,997 ccf), the bi-monthly impact will be $489.17 or 4.9%. For a customer in the winter months at a low usage level (49 ccf), the bi-monthly bill impact will be $25.40 or 9.9%. For a customer in the spring months at an average usage (560 ccf), the bi-monthly bill impact will be $173.18 or 6.2%.
