Page 2 of 4 <br />2025 and 2026. This approach mirrors the recent change adopted by the Tri-Valley Cities <br />(TVC) Coalition and provides several benefits: <br />1. Better alignment with the State's legislative calendar <br />2. Improved efficiency in tracking bills across the full legislative cycle <br />3. Reduced administrative overhead in framework updates <br />4. Consistency with the City's regional partners' approach. <br /> <br />The 2025-2026 Legislative Focus Areas were developed by considering the current political <br />landscape at the federal and state level in addition to current regional and local issues; this <br />does not preclude the City from responding to any legislation outside these focus areas. Staff <br />will prepare position letters for the Mayor's signature as needed throughout the legislative <br />session to respond to any bills of concern if in alignment with the City's adopted Legislative <br />Framework. <br /> <br />Legislative Advocacy Discussion Update <br />At the April 29, 2025, City Council Legislative Subcommittee meeting, subcommittee members <br />discussed the tracking of Pleasanton-specific legislative priorities that may not align with the <br />broader Tri-Valley Cities Coalition focus. The subcommittee expressed interest in evaluating <br />options for Pleasanton-specific legislative advocacy and discussed the possibility of <br />reconsidering the allocation of resources between regional and city-specific advocacy efforts. <br />Staff will provide additional information on legislative advocacy options within the current <br />budgeted resources as a topic of future City Council consideration. <br /> <br />The subcommittee and staff recommend the following focus areas for 2025-2026. An <br />overarching theme for each focus area is the City's ability to retain local control and decision- <br />making. <br /> <br />Housing <br />• Support, promote, and protect affordability in the housing stock <br />• Support a balanced approach to housing solutions that consider housing, jobs and <br />transportation together <br />• Support protection of development impact fees <br />• Support the preservation of California Environmental Quality Act (CEQA) provisions that <br />protect the environment and local control. <br /> <br />Fiscal Sustainability <br />• Oppose local, regional, state or federal mandates that are unfunded or partially funded <br />• Oppose measures that seek to limit the City's ability to adopt revenue measures <br />• Support effective options for cities to address unfunded pension liabilities that will <br />ensure that cities remain financially stable and are able to provide services for their <br />residents <br />• Support an update to the local government tax structure to respond to the new e- <br />commerce that ensures equity of sales tax allocations to cities <br />Page 14 of 682
