Page 1 of 4 <br />Item #2 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />May 20, 2025 <br />City Manager <br /> <br />TITLE: REVIEW AND CONSIDER THE CITY'S LEGISLATIVE FRAMEWORK WITH THE <br />2025-2026 FOCUS AREAS, ESTABLISH THE CITY'S LEGISLATIVE POSITIONS <br />ON SELECTED BILLS, AND REQUEST CITY STAFF MONITOR LEGISLATION <br />THROUGHOUT THE 2025-2026 LEGISLATIVE SESSION <br /> <br />SUMMARY <br />The Legislative Framework (Attachment 1) guides the City's response to pending state and <br />federal legislation. The framework includes guiding principles, goals, and strategies that guide <br />advocacy efforts on behalf of the City's interests. This framework establishes biennial focus <br />areas to guide the City's legislative positions. <br /> <br />The City Council Legislative Subcommittee (Councilmember Testa and Councilmember <br />Gaidos) met on April 29, 2025, to review and discuss the City's Legislative Framework with the <br />proposed 2025-2026 Focus Areas, and discuss and recommend positions on selected bills. <br /> <br />RECOMMENDATION <br />Review and consider the City's legislative framework with the 2025-2026 focus areas, establish <br />the City's legislative positions on selected bills, and request City staff monitor legislation <br />throughout the 2025-2026 legislative session <br /> <br />BACKGROUND <br />In 2016, the City Council adopted an inaugural Legislative Platform that outlined guiding <br />principles, goals, and strategies, with a recommendation for federal, state, and local priorities <br />as a foundation for recommendations on positions on pending legislation. In 2018, to better <br />position the City's advocacy efforts, the 2016 Legislative Platform was updated into a <br />Legislative Framework with recommended annual legislative focus areas. Each year since <br />then, the City Council Legislative Subcommittee has reviewed and discussed state and federal <br />legislation and determined policy positions for recommendation to the City Council. <br /> <br />DISCUSSION <br />On April 29, 2025, the City Council Legislative Subcommittee met and reviewed the City's <br />Legislative Framework and proposed 2025-2026 Focus Areas, which together will serve as a <br />policy document to guide the City's advocacy efforts and assist staff in evaluating legislation <br />and policy issues. The Legislative Framework includes guiding principles that represent the <br />City's overall legislative interests. <br /> <br />Transition to a Two-Year Legislative Framework <br />Staff recommended, and the subcommittee endorsed, transitioning to a two-year Legislative <br />Framework cycle aligned with the State's two-year legislative session, for the calendar years <br />Page 13 of 682
