City Council Minutes Page 6 of 7 March 18, 2025 <br />Doug Miller, Linda Kelly and Pam Alpert. <br />Mayor Balch closed the public comment. <br />Applicant Steve Reilly provided rebuttal remarks. <br />By majority consensus, the City Council provided direction as follows: <br />1.Application should include residential uses in the Livermore Airport <br />Protection Area. <br />2.Proceed with a project description reflecting the greatest density that the <br />City may be willing to accept on the site for purposes of CEQA and Project <br />Review. The applicant's preferred plan is for a total of 697 units. <br />3.Support of the applicant’s proposed proportion of approximately 15% age- <br />restricted units in the preferred plan. <br />4.Support for clustering of affordable multifamily apartments and support for <br />the construction of all inclusionary units on-site. <br />5.Support to allow gated/controlled access of the age-restricted subarea of the <br />project. <br />19.Provide direction on funding of the 2025 Committee and Commission Recognition event <br />Recommendation: Provide direction on funding of the 2025 Committee and Commission <br />Recognition event. <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Kelly Cousins. <br />Mayor Balch closed the public comment. <br />MOTION: It was m/s by Testa/Nibert to host a smaller recognition reception event that <br />could be held prior to a Council meeting with an estimated cost of $500. <br />SUBSTITUTE MOTION: It was m/s by Eicher/Gaidos to hold the recognition event as <br />planned with an estimated cost of $11,500. Motion passed by the following vote: <br />Ayes: Councilmembers Eicher, Gaidos, Mayor Balch <br />Noes: Councilmembers Nibert, Testa <br />Absent: None <br />MATTERS INITIATED BY COUNCIL <br />Mayor Balch requested an analysis of possible opportunities for commercial <br />cannabis to increase tax revenues. The request failed for lack of majority <br />consensus. <br /> COUNCIL REPORTS <br />Councilmembers reported on regional and local agency meetings attended.
