By majority consensus, the City Council provided direction as follows: 1.Application should include residential uses in the Livermore Airport Protection Area. 2.Proceed with a project description reflecting the greatest density that the City may be willing to accept on the site for purposes of CEQA and Project Review. The applicant's preferred plan is for a total of 697 units. 3.Support of the applicant’s proposed proportion of approximately 15% age- restricted units in the preferred plan. 4.Support for clustering of affordable multifamily apartments and support for the construction of all inclusionary units on-site. 5.Support to allow gated/controlled access of the age-restricted subarea of the project. 19.Provide direction on funding of the 2025 Committee and Commission Recognition event Recommendation: Provide direction on funding of the 2025 Committee and Commission Recognition event. Mayor Balch opened public comment. The following individuals provided comment: Kelly Cousins. Mayor Balch closed the public comment. MOTION: It was m/s by Testa/Nibert to host a smaller recognition reception event that could be held prior to a Council meeting with an estimated cost of $500. SUBSTITUTE MOTION: It was m/s by Eicher/Gaidos to hold the recognition event as planned with an estimated cost of $11,500. Motion passed by the following vote: Ayes: Councilmembers Eicher, Gaidos, Mayor Balch Noes: Councilmembers Nibert, Testa Absent: None MATTERS INITIATED BY COUNCIL Mayor Balch requested an analysis of possible opportunities for commercial cannabis to increase tax revenues. The request failed for lack of majority consensus. COUNCIL REPORTS Councilmembers reported on regional and local agency meetings attended.
