City Council Minutes Page 5 of 7 March 18, 2025 <br />16.Presentation of a Proclamation recognizing March 2025 as End the Wait March for <br />Meals month <br />The proclamation was presented to recipient Carrie Oldes. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />17.Review the draft Urban Forest Master Plan (CIP No. 22773) and provide comments <br />to be incorporated into the final master plan <br />Recommendation: Receive the staff presentation on the draft Urban Forest Master <br />Plan (UFMP) and provide comments to be incorporated into the final UFMP. <br />Presentation by Matt Gruber, Landscape Architect, and consultant Kevin Cullen <br />(Dudek). <br />Mayor Balch opened public comment. The following individuals provided comment: <br />Phil Bowman and Pam Alpert. <br />Mayor Balch closed the public comment. <br />The City Council provided feedback in support of the plan. <br />Mayor Balch called a recess at 8:35 p.m. and reconvened the meeting at 8:43 p.m. <br />18.Review and provide initial input on applicant-proposed East Lakes Residential <br />Development Project in East Pleasanton <br />Recommendation: <br />1.Provide direction on whether the applicant should proceed with residential <br />uses in the Livermore Airport Protection Area; <br />2.Provide feedback on the total number of dwelling units and proportion of <br />age-restricted units; <br />3.Provide feedback on the proposal to construct all inclusionary units on-site <br />as multifamily apartments and to cluster these units in one area of the site; <br />4.Provide feedback on the perimeter gate to control access into the age- <br />restricted portion of the project; and <br />5.Provide any other feedback to the applicant on their preferred plan. <br />Ellen Clark, Community Development Director, presented the item. <br />Applicant Steve Dunn and Jill Williams (KTGY) presented. <br />Mayor Balch opened public comment.
