PUBLIC HEARINGS AND OTHER MATTERS 17.Review the draft Urban Forest Master Plan (CIP No. 22773) and provide comments to be incorporated into the final master plan Recommendation: Receive the staff presentation on the draft Urban Forest Master Plan (UFMP) and provide comments to be incorporated into the final UFMP. Presentation by Matt Gruber, Landscape Architect, and consultant Kevin Cullen (Dudek). Mayor Balch opened public comment. The following individuals provided comment: Phil Bowman and Pam Alpert. Mayor Balch closed the public comment. The City Council provided feedback in support of the plan. Mayor Balch called a recess at 8:35 p.m. and reconvened the meeting at 8:43 p.m. 18.Review and provide initial input on applicant-proposed East Lakes Residential Development Project in East Pleasanton Recommendation: 1.Provide direction on whether the applicant should proceed with residential uses in the Livermore Airport Protection Area; 2.Provide feedback on the total number of dwelling units and proportion of age-restricted units; 3.Provide feedback on the proposal to construct all inclusionary units on-site as multifamily apartments and to cluster these units in one area of the site; 4.Provide feedback on the perimeter gate to control access into the age- restricted portion of the project; and 5.Provide any other feedback to the applicant on their preferred plan.
