DESIGN <br />Introduction to Design: Diameter’s proven methodology will guide and support <br />Pleasanton through an AMI 2.0 feasibility study. Ultimately, the goal of this <br />feasibility study is to define the issues with the City’s current meter and AMI solution, <br />outline the meter and AMI technology options available to the City and provide <br />recommendations to the City. This would include understanding and detailing the <br />risks of maintaining or the current solution, the risks of a new AMI solution along with <br />the opportunities it may provide and the financial implications of the various scenarios. <br /> Some of the key elements of the AMI 2.0 feasibility study (referred to as Design) include background <br />information review, problem definition, examination of business drivers, a detailed financial model <br />outlining all capital and operational costs and recommendations based on our findings during the Design <br />phase. <br />The problem definition’s goal is to understand, articulate and quantify any issues Pleasanton is facing <br />with its current meter and AMI solution. Business driver meetings establish functional requirements of <br />meters and an AMI solution and outline gaps, if any, with the City’s current solution. Diameter would <br />assess the capital costs of the City maintaining its current solution as compared to installing a new AMI <br />system. This includes meter and AMI technology costs, installation costs, internal and external staffing <br />costs, I.T. costs (ie. integration). Detailed operational costs/improvements are outlined in Meter <br />Reading, Meter Maintenance, Customer Service and Billing, Distribution and I.T. which contribute to a <br />20-year cashflow projection, NPV and payback period. The Design will provide the information <br />necessary to support recommendations for the City of Pleasanton. Diameter recognizes that for a utility <br />to change its current AMI system before its normal end-of-life, the recommendations must be supremely <br />defendable and justifiable – financially, from a risk perspective and provide opportunities for <br />improvements operationally, in customer service and in improved data analytics to better manage the <br />utility. Importantly, the tasks Diameter provides in Design also set the framework for a successful (future) <br />procurement and project implementation outcome. <br />Details pertaining to the various tasks that make up the Design are outlined below including applicable <br />deliverables.
