Page 2 of 3 <br />recommended amendments to Chapter 13.08, summarized below and described in detail in <br />Attachment 1, would allow the City to better coordinate the access and use of its facilities. <br /> <br />Below are the proposed changes to Municipal Code Chapter 13.08- Parks and Recreation <br />Facilities: <br /> <br />Section 13.08.020 - Definitions. <br />• Define “Organized activity” as “any number of people organized through a corporation, <br />club, federation, union, association, or other group which sponsors or arranges any <br />activity.” <br /> <br />Section 13.08.090 - Exhibitions, private lessons and classes. <br />• Prohibit the holding, conducting, participating in, or attending any organized or <br />structured activities, practices, or games without a written permit. <br /> <br />Section 13.08.140 - Hours of operation. <br />• Include the director’s designee as an additional person who can issue permits and <br />provide permission to use a facility <br />• Remove reference to “group use” and replace the said reference with the definition of <br />“Organized activity” as provided in Section 13.08.020 <br />• Require a permit for "Organized activity," obtainable through the City’s rental process <br />• Include neighborhood parks as City facilities that require a permit to use the park. <br /> <br />These updates ensure coordinated use of the City’s resources for maximum access by the <br />community and organized groups, help to mitigate the City’s risks by ensuring these smaller <br />groups have the proper insurance, and provide equal treatment of organized groups <br />regardless of size. <br /> <br />Upon the approved updates, these groups will be assessed regular rental fees through the <br />City's rental process according to their respective rental categories. <br /> <br />EQUITY AND SUSTAINABILITY <br />The recommended Pleasanton Municipal Code updates reflect the community’s changing <br />needs. The updates allow the City to continue providing programs and services that benefit all <br />residents while enhancing fiscal sustainability. <br /> <br />OUTREACH <br />The Library and Recreation team communicates regularly with co-sponsored sports <br />organizations and community park users and has gathered feedback and suggestions from <br />them regarding this issue that were incorporated into the recommendation. On November 14, <br />2024, the Parks and Recreation Commission voted 4-1 to recommend the updates to <br />Municipal Code Chapter 13.08. <br /> <br />Page 56 of 399
