Page 1 of 2 <br />Item #5 <br /> CITY COUNCIL AGENDA REPORT <br /> <br />January 21, 2025 <br />Community Development <br /> <br />TITLE: APPROVE THE FIRST AMENDMENT TO THE AS-NEEDED MAINTENANCE <br />AGREEMENT FOR PAVEMENT STRIPING AND SIGNAGE SERVICES WITH <br />WOMACK STRIPING, INC., TO INCREASE THE CONTRACT MAXIMUM BY <br />$50,000 TO $275,000 FOR THE CURRENT TWO-YEAR TERM THROUGH JUNE <br />30, 2025, AND EXTEND THE CONTRACT FOR ONE ADDITIONAL YEAR BY <br />$50,000 WITH AN ANNUAL MAXIMUM OF $150,000 BEGINNING JULY 1, 2025 <br /> <br />SUMMARY <br />The City awarded the as-needed maintenance agreement for pavement striping and signage <br />services to Womack Striping Inc., on July 1, 2023. An increase in the contract maximum and <br />extension of the contract term is necessary to continue current and future striping and signage <br />improvements as the most cost- and time-efficient approach for the City. <br /> <br />RECOMMENDATION <br />Approve the first amendment to the as-needed Maintenance Agreement for pavement striping <br />and signage services with Womack Striping, Inc., to increase the contract maximum by <br />$50,000 to $275,000 for the current two-year term through June 30, 2025, and extend the <br />contract for one additional year by $50,000 with an annual maximum of $150,000 beginning <br />July 1, 2025. <br /> <br />BACKGROUND <br />Following a Request for Proposals (RFP) process, on June 6, 2023, the City Council approved <br />the as-needed Maintenance Agreement with Womack Striping effective July 1, 2023. The initial <br />term of the agreement was established as a two-year period, with the option for three <br />additional one-year extensions. The contract established a maximum compensation amount of <br />$200,000 for the initial two-year term, with an annual maximum of $100,000 for each of the <br />three additional one-year extension options. <br /> <br />DISCUSSION <br />Since the contract award, Womack Striping has performed several projects, including a few <br />previously unanticipated projects. These projects included refreshing pavement striping on <br />various streets (Division Street, Stoneridge Drive, Busch Road, and Vineyard Avenue), <br />improving pedestrian crossing visibility by adding ladder crosswalks at school crossing guard <br />locations, and installing protected bike lanes on Case Avenue and Stoneridge Drive. <br /> <br />The Womack Striping contract has also been utilized to save money on an existing project <br />where it was more cost-effective to use the on-call contract rather than issuing change orders <br />to striping contractors, such as for the Annual Pavement Resurfacing capital improvement <br />project. <br /> <br />The increase in the contract maximum from $200,000 to $275,000 for the current two-year <br />Page 25 of 399
