Page 3 of 5 <br />Avenue (approximately 1,600 linear feet) to increase the capacity of the existing 12-inch line <br />running south over the bridge on Bernal Avenue to meet current and future demands. The <br />additional flows to meet demands increases the velocity in the existing 12-inch pipe over three <br />times the recommended velocities, which leads to premature pipeline failure and water quality <br />issues. Due to the time needed to permit a new line over Bernal Bridge and Arroyo del Valle, <br />an existing sewer line that has not been put into service will be repurposed until the new water <br />line can be installed on the bridge. The existing sewer line piping will be removed from the <br />casing on the bridge and replaced with a new higher-pressure rated pipe that will meet the <br />potable water system pressures. The water line bridge crossing will need to be installed when <br />the sewer line is put in service in the future. <br /> <br />Improvements to Turnout No. 1 include replacing the internal piping, flow meter and control <br />valve and installing a pressure-regulating valve to protect the turnout and update the facility to <br />current standards. In addition, vault repairs to address corroded rebar, and the installation of a <br />flushing and sampling hydrant, are included in the project. These improvements are necessary <br />to ensure the reliable and long-term operation of the turnout. <br /> <br />Bids <br />Sealed bids for this project were received on December 11, 2023. Six bids were received, <br />ranging from the low bid amount of $1,644,000 to the high bid amount of $2,388,639.68. The <br />low bid amount, submitted by Golden State Construction & Utility, Inc. is approximately 9.6 <br />percent above the Engineer's Estimate of $1.5 million (see Attachment 1). Staff reviewed bids <br />and found the low bid responsive and responsible. Past work performed by the low bidder was <br />verified to be satisfactory and the contractor’s current City work for CIP No. 24278 is <br />progressing as anticipated. Staff recommends awarding the construction contract to Golden <br />State Construction & Utility, Inc. <br /> <br />Consultant/Specialty Services <br />Installation of the new pipeline will require the removal and replacement of an estimated 15 <br />traffic signal loop detectors. Loop replacement will be performed by the City’s on-call traffic <br />signal maintenance contractor for an estimated cost of $7,500. <br /> <br />Due to lead time for the specialty equipment, the City’s on-call suppliers were utilized to <br />provide a motorized control valve, pressure-reducing valve and flow meter for installation in <br />Turnout No. 1 by the construction contractor. The estimated cost for the valves and meters is <br />$100,000. Staff recommends an increase of $100,000 to the existing $300,000 Purchase <br />Order 2024001 with Core and Main LP, which was approved by the City Council on June 20, <br />2023, for the purchase of utility infrastructure materials. The additional authorization avoids <br />impacting scheduled repair and replacement work. <br /> <br />An estimated $15,000 of construction support services, including the review of the contractor’s <br />submittals and requests for information, will be provided by the project’s designer, Pakpour <br />Consulting Group. <br /> <br />An estimated $20,000 of materials testing services will be provided under the City’s existing <br />on-call materials testing contracts.
