IN THE AMOUNT OF $1,644,000 FOR THE BERNAL AVENUE 18-INCH <br />WATER MAIN (F-4 LINE) & TURNOUT NO. 1 IMPROVEMENTS PROJECT, CIP <br />NO. 24172 <br /> <br />SUMMARY <br />The Bernal Avenue 18-Inch Water Main (F-4 Line) & Turnout No. 1 Improvements Project, CIP <br />No. 24172, is the first of three capital improvement projects required to maintain a balanced <br />water system pressure in response to limited availability of water from City-owned wells <br />caused by the presence of PFAS in the aquifer, to meet future demands, and to improve the <br />reliability of the system. The project will install approximately 1,600 linear feet of 18-inch water <br />main on Bernal Avenue and replace the piping and specialty equipment at Turnout No. 1. The <br />project was designed, reviewed and approved by staff and competitively bid. Six bids were <br />received on December 11, 2023, and staff recommends awarding the project to the lowest <br />responsible bidder, Golden State Construction & Utility of San Francisco, CA, in the amount of <br />$1,644,000 for the Bernal Avenue 18-Inch Water Main (F-4 Line) & Turnout No. 1 <br />Improvements Project, CIP No. 24172. <br /> <br />RECOMMENDATION <br />Staff recommends the City Council: <br />1. Approve plans and specifications, review bids, and award a construction contract to Golden <br />State Construction & Utility, Inc. in the amount of $1,644,000 for the Bernal Avenue 18-Inch <br />Water Main (F-4 Line) & Turnout No. 1 Improvements Project, CIP No. 24172. <br />2. Authorize the City Manager to enter into the project contract. <br />3. Authorize an increase of $100,000 to the existing $300,000 Purchase Order 2024001 with <br />Core and Main LP to purchase the City-supplied materials for Turnout No. 1. <br />4. Allocate $2,072,420 from the Water Operating and Maintenance Fund 420 reserve balance <br />to the Bernal Avenue 18-inch Water Main (F-4 Line) & Turnout No. 1 Improvements Project, <br />CIP No. 24172. <br />5. Authorize the Director of Public Works to approve and execute contract change order(s) for <br />a contingency amount of $247,000 (approximately 15 percent of the contract) for unforeseen <br />yet necessary related work. <br /> <br />BACKGROUND <br />The City is a water retailer that operates and maintains a water distribution system to deliver <br />water to residences and businesses for domestic and irrigation uses within Pleasanton. <br />Alameda County's Zone 7 Water Agency is the Tri-Valley’s water wholesaler that procures <br />water from the state and regional wells, treats the water, and then sells the water to the City <br />and other Tri-Valley water retailers for distribution. The City is a unique retailer as, in addition <br />to purchasing water from Zone 7, it also has an annual groundwater pumping quota of 3,500 <br />Page 175 of 201
