FOR FIRE ALARM MAINTENANCE AND REPAIR <br />SERVICES BY INCREASING THE NOT-TO-EXCEED AMOUNT BY $145,118 AND <br />EXTENDING THE TERM THROUGH FISCAL YEAR 2024/25 FOR A TOTAL NOT- <br />TO-EXCEED AMOUNT OF $395,118 OVER A FIVE-YEAR TERM <br /> <br />SUMMARY <br />City facilities are equipped with fire alarm panels, pull stations and sprinkler systems. Per the <br />National Fire Protection Association, fire alarm and wet pipe system testing is required <br />monthly, quarterly, and annually. In Fiscal Year 2020/21, the City entered into a three-year <br />maintenance agreement with Tri-Signal Integration Inc. to inspect, test, repair, and maintain <br />the City’s fire alarm systems. Due to recent necessary but unforeseen equipment repairs, <br />additional service locations, and continued maintenance of and repair services for the City’s <br />fire alarm systems, the agreement amount needs to be increased. Staff is recommending an <br />amendment to the agreement with Tri-Signal Integration, Inc. to increase the total <br />compensation by $145,118 for a total not-to-exceed amount of $395,118 through Fiscal Year <br />2024/25. <br /> <br />RECOMMENDATION <br />Approve third amendment to the agreement with Tri-Signal Integration, Inc. for fire alarm <br />maintenance and repair services by increasing the not-to-exceed amount by $145,118 and <br />extending the term through Fiscal Year 2024/25 for a total not-to-exceed amount of $395,118 <br />over a five-year term. <br /> <br />BACKGROUND <br />The City's 32 facilities are equipped with fire alarm panels, pull stations, and sprinkler systems <br />that must be maintained and serviced as needed and required. Per the National Fire Protection <br />Association (NFPA), monthly, quarterly, and annual fire alarm and wet pipe system testing is <br />required. In Fiscal Year 2020/21, the City entered into a three-year maintenance agreement <br />(with option for extension up to two years) for $90,000 with Tri-Signal Integration Inc. to <br />inspect, test, repair, and maintain the City’s fire alarm systems. <br /> <br />In 2021, unforeseen repairs were necessary to several City facilities, such that the first <br />amendment was approved in Fiscal Year 2020/2021 to increase the total not-to-exceed <br />amount to $150,000. The second amendment was approved in FY 2022/23 to increase <br />the total not-to-exceed amount to $250,000 to cover the complete replacement of fire panels at <br />the City office at 200 Old Bernal Avenue, the Senior Center, and the Veteran’s Memorial <br />Building necessitated by early 2023 storm events. <br /> <br />DISCUSSION <br />Staff is now recommending this proposed third amendment with Tri-Signal Integration, Inc. in <br />Page 170 of 201
