Page 2 of 3 <br />Vehicular Weight Rating (GVWR) from 33,000 pounds to 35,000 pounds to increase the size of <br />the dump bed for hauling and to increase the towing capacity to tow construction equipment <br />such as a trailer and back-hoe and equipped to accommodate air brake trailers. <br /> <br />Staff researched potential manufacturers to select a vendor. The proposed replacement units <br />are two Freightliner M2106 dump trucks fully equipped with up-to-date safety features and Tier <br />4 final California Air Resource Board-rated engines, which are the industry's most current <br />engine. The proposed purchase includes dealer preparation and delivery inspection, as well as <br />training at the customer’s work site location. Staff found the bid to be fair and reasonable. <br /> <br />This purchase of two Freightliner M2106 dump trucks is recommended to be bought through <br />the Sourcewell contract # 060920-NAF. Sourcewell (formerly known as NJPA) was established <br />with the statutory purpose of assisting public agencies in meeting specific needs that are more <br />efficiently delivered cooperatively than by an entity individually. Jurisdiction clients can utilize <br />cooperative purchasing contracts through similar joint powers, intergovernmental cooperation, <br />or cooperative purchasing laws in their respective jurisdictions. Participating agencies include <br />all eligible government, education, and nonprofit agencies nationwide and in Canada. This <br />purchasing method complies with the City’s Purchasing Policy. Staff researched the types and <br />styles of dump trucks; while there are many available options, those available through National <br />Auto Fleet Group were selected given its California location and familiarity with the City’s fleet <br />and operational and vehicle needs. <br /> <br />While replacement of these units is scheduled in the Vehicle Replacement Plan and there is <br />currently fund balance available - on which the staff recommendation is based - there may not <br />be sufficient funds to replace all scheduled vehicles in future years. Adding to the financial <br />challenges, costs to purchase and maintain vehicles have increased significantly in recent <br />years due to supply chain constraints and inflation such that increased funding will be needed <br />to meet future repair and replacement needs. <br /> <br />EQUITY AND SUSTAINABILITY <br />This purchase was evaluated within the framework of the City's Climate Action Plan 2.0 (CAP). <br />Notwithstanding the City's commitment to sustainability, there were no viable alternatives to an <br />internal combustion engine vehicle for this specific application. However, as technology <br />continues to advance, staff will continue to explore electric options in the future. <br /> <br />OUTREACH <br />No outreach was conducted, as this item is a routine matter of City business. <br /> <br />STRATEGIC PLAN ALIGNMENT <br />This item is a routine matter of City business. <br /> <br />FISCAL IMPACT <br />The FY 2023/24 budget includes $580,000 in Fund 510 (51040130-440107) for vehicle <br />replacement. Due to higher than expected replacement costs and the City Council approved <br />purchase of a street sweeper to meet CARB compliance, a $500,000 allocation from the <br />VEhicle Replacement Fund will be requested as part of the upcoming mid-year update to the <br />City Council; there are sufficient funds in the Vehicle Replacement Fund to cover the proposed <br />budget adjustment. <br />Page 144 of 201
