The project applicant(Tim Lewis <br /> Communities) is proposing to rezone and subdivide the project site to support 39 single-family <br /> residential lots and roadways on the 31-acre Spotorno Flat portion of the site and permanently preserve <br /> acreage as open space.A public trail would be constructed along the Westbridge Lane frontage and the <br /> proposed site plan includes preservation of an existing wetland area in the western portion of the site <br /> and the construction of an adjacent bioretention area for on-site stormwater management.The <br /> proposed project will require the following discretionary approvals:General Plan Amendment(GPA), <br /> Specific Plan Amendment, Planned Unit Development rezoning and Development Plan,Growth <br /> Management Allocation, and EIR certification.The project application proposes to remove the proposed <br /> "Bypass Road"contemplated by the Happy Valley Specific Plan. <br /> Planning, Environmental Compliance, and Project Management Services for the Chang Property Subdivision, <br /> City of San Ramon, G4 <br /> Ms. Bean directed the preparation of LAFCO application materials, as well as an Initial Study/Mitigated <br /> Negative Declaration and associated technical studies (Air Quality and GHG Emissions Analysis, <br /> Biological Resources Assessment,Cultural Resources Assessment, Noise Analysis,and Transportation <br /> Analysis)for a proposed 43-lot subdivision in the City of San Ramon.
