If the <br />representative is refused admittance an inspection war- <br />rant shall be procured. (Prior code § 2-12.80) <br /> <br />20.36.070 Definitions. <br /> For the purposes of this chapter, the following <br />definitions shall apply: <br /> A. “Commercial buildings” means any building <br />used in the conduct of a business or for the storage of <br />merchandise, household goods or produce. <br /> B. “Cylinder guard” means a hardened ring <br />surrounding the exposed portion of the lock cylinder or <br />other device which is so fastened as to protect the cylin- <br />der from wrenching, prying, cutting or pulling by attack <br />tools. <br /> C. “Dead bolt” means a bolt that has no auto- <br />matic spring action and is operated by a key cylinder, <br />thumbturn or lever. <br /> D. “Insert” means a hardened steel roller inside <br />unhardened bolts to prevent bolt cutting or sawing with <br />common tools. <br /> E. “Transom” means an area above a doorway <br />that can be opened, such as a hinged window or lou- <br />vered windows. <br /> F. “Owner” means any person, firm or corpora- <br />tion having a legal or equitable interest in the property, <br />or a power of agency therein. <br /> G. “Residential unit” means any building or <br />portion of building used for habitation, including motels, <br />hotels, single-family dwellings, apartments, townhouses, <br />condominiums and guest rooms. <br /> H. “Hours of darkness” means that period <br />commencing with sunset and continuing to sunrise. <br />(Prior code § 2-12.81) <br /> <br />20.36.080 Commercial buildings—Doors. <br /> Each exterior door shall be secured as follows: <br /> A. Single doors shall be equipped with a single <br />dead bolt with a turnpiece with a minimum throw of one <br />inch. A hook or expanding bolt may have a throw of <br />three-fourths inch. A dead bolt must contain an insert of <br />hardened steel to resist attempts at cutting through the <br />bolt. <br /> B. On pairs of doors, the active leaf shall be <br />equipped with the type lock required for single doors in <br />subsection A of this section. The inactive leaf shall be <br />equipped with flush bolts protected by hardened material <br />with a minimum throw of five-eighths inch at the top <br />and bottom. <br /> C. Cylinders used shall be so designed or pro- <br />tected with hardened cylinder guards that they cannot be <br />gripped by pliers or other wrenching devices. <br /> D. Rolling overhead, solid overhead, swinging, <br />sliding or accordion-type doors shall be equipped with a <br />cylinder lock or padlock when not operated by electric <br />power. If a padlock is used it shall have a minimum of <br />one-quarter inch diameter hardened steel shackle and <br />hardened steel hasp attached by bolts. <br /> E. Metal accordion grate or grill-type doors <br />shall be equipped with metal guide track at top and bot- <br />tom, and either a cylinder lock or a padlock with hard- <br />ened steel shackle and minimum five pin tumbler opera- <br />tion with nonremovable key when in an unlocked posi- <br />tion. The bottom track shall be so designed that the door <br />cannot be lifted from the track when the door is in a <br />locked position. <br /> F. Outside pin-type hinges on all exterior doors <br />shall be provided with nonremovable pins and shall have <br />jamb pins which project through both hinge leaves and <br />prevent removal of the door if the pin is removed from <br />the hinge. Jamb pins shall be not less than three- <br />sixteenths inch diameter steel and shall project into the <br />door and jamb not less than one-fourth inch. (Jamb pins <br />are not required for hinges which are shaped to prevent <br />removal of the door when the hinge pin is removed.) <br /> G. Glazed panels in doors or adjacent to the <br />door frame shall be approved burglary-resistant material. <br /> H. Sliding doors shall have the movable section <br />of the door sliding on the inside of the fixed portion of <br />the door, or secondary lock, if sliding on outside of fixed <br />portion. <br /> I. Sliding doors and windows shall be de- <br />signed to prevent removal by lifting when in a closed or <br />partially closed position. <br /> J. Locks shall be provided on sliding doors. <br />Mounting screws for the lock case shall be inaccessible <br />from the outside. Lock bolts shall be of hardened steel or <br />have hardened steel inserts. The lock bolt shall engage <br />the strike sufficiently to prevent its being disengaged by <br />any possible movement of the door within the space or <br />clearances provided for installation and operation. The <br />strike area shall be of material adequate to maintain ef- <br />fectiveness of bolt strength. <br /> K. Doorjambs shall be constructed or protected <br />to prevent violation of the function of the strike. <br /> L. Lighting shall be so designed that all exte- <br />rior doors will be well illuminated throughout the hours <br />of darkness. Lighting fixtures shall be protected against <br />tampering and breakage.
