A. The subdivider shall file with the planning commission 25 white copies and one duplicate transpar- ency of the tentative map of each subdivision and such other copies as may be required by the community de- velopment director or his or her designated representa- tive. The time of filing of a tentative map shall be con- strued to be the time at which a tentative map meeting all of the requirements of this chapter has been filed with the community development director or his or her designated representative, the environmental impact review process (including completion of any required environmental impact report or negative declaration) established by the city council has been completed, and the project has received an allocation from the residen- tial allocation board for the number of units proposed to be subdivided. A tentative map shall not be accepted for filing which does not meet the requirements of this sec- tion. The community development director or his or her designated representative shall indicate the date of re- ceipt of a tentative map meeting the requirements of this chapter and shall advise the applicant in writing when the time period for evaluation by the planning commis- sion of the tentative map has commenced. B. The requirement that a project have an allo- cation from the residential allocation board shall not be applicable to tentative maps submitted to the community development director on or before June 27, 1977, or to any maps that have obtained sewer connection permits pursuant to Resolution No. 77-108. (Ord. 2000 § 1, 2009; prior code § 2-2.40) 19.20.020 Fee. A filing fee of $100.00, plus $2.50 for each lot included in the subdivision, shall be paid at the time of filing the tentative map. If additional tentative maps covering the same tract or revisions of the initial map are filed by the same subdivider prior to official action by the planning commission, no additional fee will be required. (Prior code § 2-2.41) 19.20.030 Distribution of copies. Within four days after the filing of the tentative map, the director of housing and community develop- ment shall transmit the requested number of copies of said map together with accompanying data to such pub- lic agencies and/or utilities as may be affected or con- cerned with the results of the proposed subdivision. Each of the public agencies and/or utilities may, within 14 days after the map has been filed, forward to the commission written reports of its findings and recom- mendations thereof. The city engineer shall prepare a written report of recommendations on the tentative map in relation to the requirements of this chapter and other applicable regulations of the city or other public agen- cies, and shall submit the same to the planning commis- sion within two days prior to the scheduled planning commission meeting at which said map is to be consid- ered. (Prior code § 2-2.42) 19.20.040 Notification of action. Approval, disapproval or conditional approval of the tentative map shall be made in writing to the subdi- vider. One copy of the map and accompanying data and the planning commission report thereon shall remain in the permanent file of the planning commission. The city clerk shall send one copy of the report of the commis- sion, showing the action taken, to the subdivider, and one copy to the city council. (Prior code § 2-2.43) 19.20.050 Preparation requirements. The subdivider shall cause the tentative map of the land proposed to be subdivided to be prepared by a per- son competent in the preparation of such maps, such as a registered civil engineer or licensed surveyor or practic- ing land or city planner. Such tentative map shall be in full compliance with the requirements of this chapter. Topography and boundaries of said tentative map shall be certified as to accuracy by a registered civil engineer or licensed surveyor, and all public improvements shall be designed by a registered civil engineer.
