Development facilitated by the Project could potentially require new or expanded water <br /> supply resources or entitlements. <br /> The Revised Final SEIR evaluates the impact of the Project related to the need for new or <br /> expanded water supply resources or entitlements. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the Project that would avoid the <br /> significant environmental effect as identified in the Revised Final SEIR. <br /> Mitigation Measure 4.E-9, which is incorporated into the Project,will reduce the <br /> significant environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. New development as facilitated on sites within the area of the Project <br /> would increase demand for water. Future water demand resulting from <br /> new development has been addressed by Zone 7's capital improvement <br /> projects to secure more water. In order to meet future needs, Zone 7 plans <br /> to improve conveyance, storage, and groundwater recharge and extraction <br /> facilities to accommodate the growth outlined in its customers' general <br /> plans, which include the City of Pleasanton. <br /> 2. Implementation of Mitigation Measure 4.E-9 set forth in Table 5-1 of the <br /> Final SEIR and listed in the RMMRP will ensure that Impact 4.E-9e <br /> would be reduced to a less than significant level, and is hereby <br /> incorporated by reference and described below. <br /> Mitigation Measure 4.E-9: For any project proposed for development within the <br /> EDZ, prior to the recordation of a Final Map, the issuance of a grading permit,the <br /> issuance of a building permit, or utility extension approval, whichever is sooner, <br /> the project developer shall submit written verification from the Alameda County <br /> Flood Control and Water Conservation District Zone 7 (Zone 7) or the City's <br /> Utility Planning Division that water is available for the project. This approval <br /> does not guarantee the availability of sufficient water capacity to serve the <br /> project. <br /> Site(s)affected: All sites within the Project. <br /> (Draft SEIR, pp. 4.E-35 to 4.E-37.) <br /> 31 <br />
