accordancewith Public Resources Code (PRC) Section 21083.2 and Section <br /> 15126.4 of the CEQA Guidelines, with a preference for preservation in place. <br /> Consistent with Section 15126.4(b)(3), this may be accomplished through <br /> planning construction to avoid the resource; incorporating the resource within <br /> open space; capping and covering the resource; or deeding the site into a <br /> permanent conservation easement. If avoidance is not feasible, a qualified <br /> archaeologist will prepare and implement a detailed treatment plan in consultation <br /> with the City. Treatment of unique archaeological resources shall follow the <br /> applicable requirements of PRC Section 21083.2. Treatment for most resources <br /> would consist of(but would not be not limited to) sample excavation, artifact <br /> collection, site documentation, and historical research, with the aim to target the <br /> recovery of important scientific data contained in the portion(s) of the significant <br /> resource to be impacted by project construction. The treatment plan will include <br /> provisions for analysis of data in a regional context, reporting of results within a <br /> timely manner, curation of artifacts and data at an approved facility, and <br /> dissemination of reports to local and state repositories, libraries, and interested <br /> professionals. <br /> Site(s)affected: All sites within the Project. <br /> (Draft SEIR, pp. 4.E-17 to 4.E-19.) <br /> Impact 4.E-2c <br /> Development facilitated by the Project may directly or indirectly destroy a unique <br /> paleontological resource or site or unique geologic feature. <br /> The Revised Final SEIR evaluates the impacts of the Project related to the potential <br /> destruction of unique paleontological resources or a unique geologic feature. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the Project that would avoid the <br /> significant environmental effect as identified in the Revised Final SEIR. <br /> Mitigation Measure 4.D-3 from the 2012 SEIR, which has been incorporated into <br /> the Project, will reduce the significant environmental impact to a less than <br /> significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Subsurface ground-disturbing activities within the area of the Project <br /> could have a significant impact on previously unknown unique <br /> paleontological resources.
