may contain unknown archaeological resources,the disturbance of which could therefore cause a <br /> substantial adverse change in the significance of a unique• archaeological resource pursuant to <br /> §15064.5 of the CEQA Guidelines. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the Project that would avoid the <br /> significant environmental effect as identified in the Revised Final SEIR. <br /> Mitigation Measure 4.E-5, which has been incorporated into the Project, will <br /> reduce the significant environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. The Project is located in Holocene-aged alluvial deposits, a geologic <br /> formation that has a high potential for buried archaeological resources. <br /> Previous disturbance from the channelization of Alamo Creek, <br /> construction of the I-680 and 1-580 freeways, and existing development <br /> throughout the area of the Project indicates that any sensitivity for buried <br /> prehistoric archaeological resources in the area has been significantly <br /> reduced; however, unknown archeological resources may be present <br /> underground within the area of the Project. <br /> 2. Implementation of Mitigation Measure 4.E-5 set forth in Table 5-1 of the <br /> Final SEIR and listed in the RMMRP will ensure that Impact 4.E-2b <br /> would be reduced to a less than significant level and is hereby <br /> incorporated by reference and described below. <br /> Mitigation Measure 4.E-5: Archeological Resources. If prehistoric or historic- <br /> period archaeological resources are encountered during ground disturbing <br /> activities for a project under construction within the EDZ,the construction <br /> contractor shall halt all activities within 50 feet of the discovery, and the <br /> construction contractor shall notify the City. Prehistoric archaeological materials <br /> might include obsidian and chert flaked-stone tools (e.g., projectile points, knives, <br /> scrapers) or toolmaking debris; culturally darkened soil ("midden") containing <br /> heat-affected rocks, artifacts, or shellfish remains; stone milling equipment(e.g., <br /> mortars,pestles, handstones, or milling slabs); and battered stone tools, such as <br /> hammerstones and pitted stones. Historic-period materials might include stone, <br /> concrete, or adobe footings and walls; filled wells or privies; and deposits of <br /> metal, glass, and/or ceramic refuse. The project developer shall ensure that a <br /> Secretary of the Interior-qualified archaeologist will inspect the findings within 24 <br /> hours of discovery. If the archaeologist determines that construction activities <br /> could damage a historical resource or a unique archaeological resource (as <br /> defined pursuant to the CEQA Guidelines),mitigation will be implemented in <br /> 25 <br />
