PUD-134 <br /> Hopyard Road Shell/7-Eleven Redevelopment Initial Study and Negative Declaration <br /> c) Conflict with existing zoning for, or cause rezoning X <br /> of, forest land (as defined in Public Resources <br /> Code section 12220(g), timberland (as defined in <br /> Public Resources Code section 4526), or <br /> timberland zoned Timberland Production (as <br /> defined by Government Code section 51104(g))? <br /> • <br /> • <br /> d) Result in the loss of forest land or conversion of X <br /> • <br /> forest land to non-forest use? <br /> e) Involve other changes in the existing environment, X <br /> which, due to their location or nature, could result <br /> in conversion of Farmland, to non-agricultural use <br /> or conversion of forest land to non-forest use? <br /> DISCUSSION <br /> a. -e. The project site is located in an urbanized area and is currently developed with <br /> structures, parking, and landscaped areas. No agricultural or forestry land is <br /> located on the site. The proposed project will not result in the conversion of any <br /> farmland and the subject property is not zoned for agricultural use and does not <br /> have a Williamson contract in place2. No loss or conversion of forest land will <br /> occur as a result of the proposed project. Therefore, these would be no-impact. <br /> 5. 3. AIR QUALITY <br /> ENVIRONMENTAL SETTING <br /> The project site is located within Pleasanton and Alameda County, and within the <br /> San Francisco Bay Area Air Basin (Air Basin). Air quality in the Air Basin is regulated by <br /> the Environmental Protection Agency (EPA), the California Air Resources Board <br /> (ARB) and Bay Area Air Quality Management District (BAAQMD). The EPA and ARB <br /> designate air basins where ambient air quality standards are exceeded as National <br /> (EPA) "non-attainment" areas, or State (ARB) "non-attainment" areas for a range of <br /> pollutants, with different standards and thresholds for each. The Air Basin is <br /> considered a non-attainment area for Ozone (State and National); Particulate <br /> Matter (PM10) (State); and Particulate Matter- Fine (PM2.5) (State and National)1 5. <br /> The 1970 Federal Clean Air Act (CAA), updated in 1997 and 1990, addresses and <br /> regulates six "criteria pollutants" (Ozone, Nitrogen dioxide (NO2), Lead, Particulate <br /> matter (PM10 and PM2.5), Carbon monoxide (CO) and Sulfur dioxide; the 1988 <br /> California Clean Air Act (CCAA) addresses these same six pollutants, as well as <br /> visibility reducing particles, hydrogen sulfide, sulfates and vinyl chloride.
