In our professional <br />opinion, the Lund Ranch II PUD -25, 1500 Lund Ranch Road FEIR (2015) appropriately and <br />adequately analyzes all potential impacts to all biological resources from the various options or <br />CEQA alternatives. The footprints for each option (e.g., various road alignments included) <br />occurs entirely within the project site evaluated by the EIR. Also, the EIR suitably characterized <br />existing habitats, appropriately noted the presence or absence of sensitive biological resources, <br />adequately evaluated the impacts of each option as to the extent that these resources were or <br />were not affected (See Figures 4.3 -1 through 4.3 -3 from the EIR) and provided feasible <br />mitigation measures to reduce each impact to a less than significant level. <br />We concur with the findings of the FEIR (2015) that Option 1 (connected only to Lund Ranch <br />Road) is the environmentally superior alternative as it results in fewer impacts to sensitive <br />resources such as the seasonal drainage, the loss of fewer trees, and confines the development to <br />a smaller footprint thereby reducing impacts overall to the regions flora and fauna. <br />While Options 2 and 3 do result in some additional impacts to various resources, the FEIR <br />anticipates such overall affects, and defines feasible mitigation measures that reduces all impacts <br />(including from Options 2 and 3) to a less than significant level. These include the incremental <br />loss of tree resources, impacts to various species habitat, and impacts to waters of the U.S. and <br />State. The feasible mitigations for any incremental impact is accommodated by the mitigation <br />measures outlined for each impact in the EIR. <br />Of particular note, is the mitigation measures associated with impacts to waters of the U.S. and <br />State (e.g., seasonal drainage channel) that clearly defines a feasible strategy for replacing <br />impacts to these resources in -kind. Therefore, impacts to the seasonal drainage channel would <br />be replaced to the extent feasible with newly created seasonal drainage channels that provide <br />equal or greater functions and values when compared with the impacted channel.
