Meeting on Lund Ranch 11, PUD -25 <br />Dear Councilmembers: <br />I write to address the Lund Ranch matter, expected to be taken up in the near future by the <br />Pleasanton City Council. <br />This letter focuses on Measure and advocates that the City adopt Option 1, as that is the <br />option that complies with Measure PP. <br />As you know, Measure PP provides: <br />Housing units and structures shall not be placed on slopes of 25 percent or <br />greater, or within 100 vertical feet of a ridgeline. No grading to construct <br />residential or commercial structures shall occur on hillside slopes 25% or <br />greater, or within 100 vertical feet of a ridgeline. <br />At The Very Least. Walls and Bridges Are Structures <br />The bulk of this letter, below, addresses the background of Measure PP with a focus on <br />whether roads are structures. But before turning to that: there has been an important and <br />dispositive development since the Planning Commission's vote: City Staff has <br />acknowledged they calculated the ridgelines incorrectly.' <br />Under the correct calculation, Staff acknowledges that the walls and bridge required for the <br />creek crossing connecting to Sunset Creek are within 100 feet of the ridgeline. What that <br />means is that this Council would need to decide that 184 feet of 8 -foot high retaining wall, <br />plus a bridge, are not "structure.sz This is, of course, very difficult to accept. <br />Staff offers the following four options, to which I have added some translation below: <br />' October 30, 2015 Memorandum of Brian Dolan to City Council, at p. 2 ( "Concern 2 "). <br />2 August 4, 2015 Letter to Brian Dolan from Mark Palgout (Ruggeri Jensen Azar), included as Exhibit B to <br />August 26, 2016 Planning Commission materials, at p. 9. <br />
